AI agent training for claims handlers in insurance in Germany

How German insurers should train claims handlers to oversee AI agents on motor and property claims and settlements, under BaFin and the EU AI Act.

German insurers should train claims handlers to review an agent's reading of appraiser reports and repair estimates, check its settlement calculations, recognise when it accepts weak evidence, and keep coverage, settlement and refusal decisions with themselves. BaFin expects clear responsibility for algorithm-supported decisions, and the EU AI Act requires AI literacy for the staff who oversee them.

What does a claims handler at a German insurer deal with?

Motor liability claims are a large share. A handler at a motor insurer settles third-party claims, often presented by the injured party's lawyer with an independent appraiser's report attached. Disputes over hourly rates, rental car costs, loss of use and whether the claimant may settle on the estimated repair cost without repairing the car are routine, and each has well-developed case law behind it.

Property handlers deal with water damage to residential buildings, storm and hail, burglary and household contents. They appoint appraisers or loss adjusters, check whether the damage is covered under the policy conditions, consider whether the policyholder breached an obligation, and calculate the payment. Throughout, they correspond with policyholders, lawyers, repairers and appraisers, and complaints can go to the insurance ombudsman or to BaFin.

Which tasks suit an agent, and at what depth?

Appraiser report checks (depth 2). The agent reads the appraiser's report and compares rates, parts and hours with the insurer's reference data, then drafts a list of items to challenge. The handler decides what to dispute.

Lawyer correspondence summaries (depth 1). The agent summarises the claimant's lawyer's letters, listing each head of claim and deadline.

Coverage summaries (depth 1). The agent reads the policy conditions and summarises what appears to apply, citing clauses, including any obligations the policyholder may have breached. It does not decide.

Settlement calculations (depth 2). The agent drafts the settlement by head of claim with each figure sourced. The handler checks and decides.

Payments (depth 4, held). Every payment is held for a handler with the right authority.

What must handlers never let the agent do?

Never let it refuse a claim, reduce a payment for breach of an obligation, make a settlement offer, or reply to a claimant's lawyer on a disputed point. Never let it treat a repairer's estimate as an appraisal, or a forum post about a repair shop as evidence. What claims handlers should never let an AI agent do gives the full list. The insurer sets these as its own limits; the agent refuses or holds them and files the reason.

How do handlers review the agent's decisions?

How claims handlers review an agent's decisions gives the method. Read the verdict first, then which bound decided it: role scope, the agent's certificate, its sources, the insurer's limits or the platform guardrails. Then check the sources.

Provenance is the core skill. The policy record is sealed. An independent appraiser's report is signed, but it was commissioned by the claimant, which the handler must weigh. The policyholder's description of a burst pipe is declared. A weather service record of hail at the address is external but can be strong context. A settlement draft built on the wrong class of evidence will not survive the lawyer's reply.

When the agent repeatedly gets something wrong, such as applying an outdated reference rate for a region, the handler should fix its sources rather than each file. Teaching claims handlers to bank corrections explains how.

What stays with the handler?

Coverage, refusals, reductions for breach of obligations, settlement amounts, disputes with lawyers and appraisers, fraud referrals and every conversation with a policyholder who has lost something. These decisions carry legal consequences that German courts examine closely. They need a person who can explain and defend them, which is why claims handlers are the real control.

Which German and EU rules shape oversight and literacy?

BaFin supervises insurers and has set out supervisory principles for algorithm-based decision-making, which expect clear responsibility within the firm, a human check where appropriate, and the ability to explain decisions. An agent that drafts settlements is the kind of system those principles have in view.

The EU AI Act (Regulation (EU) 2024/1689) applies directly. Article 4 requires deployers to ensure sufficient AI literacy among staff who operate AI systems. Annex III lists risk assessment and pricing in life and health insurance as high-risk; property and motor claims agents are not in that category, but Article 14's model of oversight by people who understand the system and can override it is the right standard. DORA applies to insurers, covering ICT risk management, incident reporting and third-party risk for the systems the agent uses.

GDPR applies to claim files, which include health data after injuries. Article 22 restricts decisions based solely on automated processing with significant effects; Article 35 requires an impact assessment for high-risk processing. Where a works council exists, introducing a system that can monitor employees' work usually requires its involvement.

This is an explanation of the rules, not legal advice; confirm how they apply to you with counsel.

A 90-day plan

  1. Weeks 1 to 4. Involve the works council and data protection officer. Handlers complete foundation learning using the insurer's closed motor and property claims. The agent runs at depth 1 on coverage and correspondence summaries.
  2. Weeks 5 to 9. The agent drafts appraiser challenges and settlement calculations at depth 2. Handlers review every draft. Weekly calibration agrees on disputed heads of claim; corrections go into the brief and sources.
  3. Weeks 10 to 13. Handlers with payment authority complete certification and supervised practice. Responsibility for the agent is documented in line with BaFin's expectations. Payments stay held.

Where the Academy fits

Pryme Intelligence Academy trains handlers on the real product. Foundations is free and covers depth, the decision chain and certification. The Operator track, for those who review agent work daily, ends in a written exam and a two-week practicum signed off by an assessor. Certificates can be checked by anyone through VerifyDoc.ai.

Questions people ask

Can the agent decide whether a claimant may settle on estimated repair costs?

It can set out the facts and the insurer's guidance at depth 2. The decision depends on case law and circumstances, so the handler makes it.

Should the agent challenge appraiser reports directly?

It drafts the challenge. Sending it starts a dispute with a lawyer and an appraiser, so the handler sends.

How do we explain an agent-assisted decision to BaFin?

Show the filed verdicts, the sources and the named handler who decided. That record is the explanation.
