Saudi insurers should train claims handlers to check an agent's reading of motor fault reports, workshop estimates and health claim submissions, review its draft approvals and settlements, and decide every rejection and payment themselves. The Personal Data Protection Law governs claim data, much of it health information, and accountability for each decision stays with a named person.
What does a claims handler at a Saudi insurer do?
Motor and health claims dominate a Saudi cooperative insurer's work. Motor insurance is compulsory, and most accidents are attended by a motor accident assessment service that records the circumstances and assigns each driver a share of fault. The handler receives that report, the policy, workshop estimates and photos, decides what the insurer owes and to whom, and arranges repair or payment. Disputes over fault, depreciation and estimates are common.
Health insurance is compulsory for many employees and their families, provided through employers. Handlers, often in dedicated medical claims teams, review hospital and clinic claims against the policy's benefits, limits and network rules, approve or query pre-authorisations, and settle with providers. Claims arrive in large electronic batches, and many documents are in Arabic, some in English. Policyholders and providers who disagree can complain to the insurer and then to the regulator.
Which tasks can an agent take, and at what depth?
Fault report reading (depth 1). The agent reads the accident assessment report and extracts the parties, vehicles and fault split, linking each item to the report.
Workshop estimate checks (depth 2). The agent compares the estimate with the photos, the insurer's parts and labour reference data and the policy's depreciation rules, and drafts the assessed amount with each adjustment explained.
Health claim line checks (depth 2). The agent checks each billed service against the member's benefits, limits and the provider's agreed prices, and drafts approvals and queries line by line. A medical reviewer or handler decides.
Pre-authorisation drafts (depth 2). The agent drafts a recommendation on a provider's pre-authorisation request with the relevant benefit terms cited.
Payments (depth 4, held). Settlements to workshops, policyholders and providers are held for a handler with authority.
What must handlers never let the agent do?
Never let it reject a claim, reduce a health claim on medical grounds, overrule a fault report, or tell a policyholder or provider that fraud is suspected. Never let it treat a workshop's estimate as an assessment, or a photo forwarded by a third party as proof of damage. What claims handlers should never let an AI agent do gives the complete list. These are the insurer's own limits, so the agent refuses or holds such actions and the record shows why.
How do handlers review the agent?
How claims handlers review an agent's decisions sets out the routine: verdict, the bound that decided it (role scope, the agent's certificate, its sources, the insurer's own limits or the platform guardrails), sources, then draft.
Provenance carries the weight. The policy and member records are sealed. The accident assessment report and a network hospital's claim are signed. The policyholder's account is declared. A video circulating online is external. A handler should notice when an agent's assessment leans on a weaker class than the decision requires, for example a declared account of how the damage happened when the fault report says otherwise.
When the agent repeatedly misapplies a benefit limit or depreciation rule, the fix belongs in its brief. Teaching claims handlers to bank corrections explains how.
What stays with the handler?
Rejections, medical necessity decisions, disputed fault, settlement amounts, fraud referrals and conversations with policyholders and providers. These need judgement and accountability, and in health claims, clinical expertise. That is why claims handlers are the real control in an agent deployment.
Which Saudi rules shape oversight and competence?
Saudi Arabia's insurance regulator supervises insurers and expects claims to be handled fairly and promptly, with clear reasons for rejections and a working complaints process. An insurer using agents in claims should be able to show who decided each claim and how those people were trained. The Saudi Central Bank (SAMA) supervises the banks and payment systems through which settlements are paid.
The Personal Data Protection Law governs personal data in claim files and treats health data as sensitive, with stricter conditions on processing. It also restricts transferring personal data outside the Kingdom, which matters if any part of the agent's processing happens abroad. SDAIA, the national data and AI authority, oversees personal data protection and has published principles for the ethical use of AI that stress accountability and human oversight.

| Days 31 to 60 | Review every estimate check and claim line draft; weekly calibration with medical reviewers | Depth 2: estimate checks, claim lines, pre-authorisation drafts |
| Days 61 to 90 | Handlers with payment authority complete certification and supervised practice | Payments stay held; data location confirmed against the PDPL |

Where the Academy fits
Pryme Intelligence Academy offers teams of up to 25 a free readiness assessment: the team sits the Foundations test set in insurance, and the report shows scores by concept, the gaps and the first agent to start with. Handlers who approve held items then take the Operator track, with a certificate valid for 12 months.
Questions people ask
Can the agent challenge a fault report?
It can flag inconsistencies between the report, photos and statements. Challenging a fault assessment is a decision for the handler.
Should medical claim lines be approved by the agent at depth 3?
Routine lines that match benefits and agreed prices exactly might be certified for depth 3 after a sustained record. Anything involving clinical judgement stays with people.
How should Arabic and English documents be handled together?
The agent reads both and links each fact to the original. Handlers check key facts in the original language, especially medical terms.
