AI agent training for collections agents in telecoms in the UK

What UK telco collections agents need to learn to oversee AI agents: Consumer Duty on device credit, debt respite, held disconnections and a 90-day plan.

UK telco collections agents need training on two debts at once: the airtime contract and, often, a regulated device credit agreement. They must learn to read an AI agent's verdicts on each, to stop collection when a debt respite or vulnerability flag appears, and to keep disconnection and default reporting with a person. A focused 90-day plan certifies the desk.

What does a UK telco collector spend time on?

Most UK mobile customers who reach collections hold two agreements: an airtime plan for the service and a separate credit agreement for the handset. The two are collected differently. Missed airtime payments lead through reminders to restriction and disconnection. Missed device payments sit under consumer credit rules, with arrears notices, forbearance and the possibility of default reporting. A collector has to keep both straight, often on one call.

Broadband and landline add a third strand, with social tariffs for customers on certain benefits and specific expectations about disconnection. Collectors spend much of the day on customers who are struggling: agreeing affordable plans, referring to free debt advice and recording what was agreed.

Where does an AI agent help, and at what depth?

Use Depth Note for collectors
Account summary across airtime, device credit and broadband 1 Shows which agreement each arrear sits under
Arrears notices and reminder drafts 2 A person sends; device credit notices follow set content
Short arrangements within the telco's affordability policy 3 Recorded and tracked against the ledger
Restriction, disconnection, default reporting, handover to an agency Held A named person decides, with the evidence pack

The refusals matter as much as the actions. When a customer enters the statutory debt respite scheme, creditors must pause collection and enforcement, so the telco's own limits should refuse every collection action on that account and name the respite as the bound that decided. A vulnerability flag should route held items to a specialist team rather than the general queue.

What do collectors need to learn, and what stays with them?

Collectors need to read the agent, not build it: what depth each capability carries, how to open a held item's evidence, why a refusal happened, and which source each fact came from. A debt adviser's notification that a customer has entered debt respite arrives from a named party and is signed. A customer saying "I've spoken to a debt charity" is declared, and it is still a reason to pause and offer time. How collections agents review an AI agent's decisions sets out the review method, and the reviewer's place among other roles is in AI agent skills by role.

Correction is a skill in its own right. A collector who notices that the agent's arrears notice omits the debt advice signpost should record that, so the template changes for every customer, rather than fixing one letter by hand.

What stays with people:

  • forbearance decisions and any plan outside policy
  • disconnecting a service or restricting broadband
  • reporting a default on a device credit agreement
  • handover to a debt collection agency or sale of the debt
  • every conversation with a customer showing signs of vulnerability

The release rights for each held action should be written into the approver authority matrix for the collections team, and how to set an approver rule for the collections team explains how to tie those rights to a current certificate. The skills by level are in the competency matrix for the collections team.

Which UK rules shape oversight and competence?

Where a telco provides regulated device credit, the FCA supervises that activity. The Consumer Duty requires good outcomes for retail customers, including fair treatment in financial difficulty, and the FCA's rules on arrears expect forbearance and signposting to free debt advice. The Senior Managers and Certification Regime puts named individuals on the hook for how the firm collects, which makes the competence of the people overseeing an agent a senior manager's concern.

The communications regulator sets rules on fair treatment of customers in debt and of vulnerable customers, including steps before disconnection, for the service side of the account. The ICO enforces UK GDPR and the Data Protection Act 2018; Article 22 of UK GDPR restricts decisions based solely on automated processing with legal or similarly significant effects, which a default report made with no human review could be. The UK takes a principles-based, regulator-led approach to AI rather than a single AI law, so these existing duties are the ones that apply.

What should the first 90 days look like?

Weeks 1 to 2. All collectors, team leads and the vulnerability specialists complete the Foundations material. A workshop separates airtime and device credit cases, because many errors start with collecting the right amount under the wrong agreement.

Weeks 3 to 6. Shadow review. Collectors decide held arrears notices, disconnections and default reports, then compare with a team lead. Each disagreement is logged with the agreement type and whether vulnerability was involved.

Weeks 7 to 10. Collectors who will release held items take reviewer training and a two-week practicum on live cases, with the debt respite and vulnerability cases weighted heavily.

Weeks 11 to 13. The approver rule goes live. Release rights for device credit actions go only to certified collectors, and default reporting stays with team leads. Monthly calibration starts, and the senior manager responsible for collections receives the certificate list.

The agent changes the job; it does not end it. Will AI agents replace collections agents explains which parts move to the agent and which grow.

Questions people ask

Does the debt respite scheme apply to telco debts?

It applies to most personal debts, including telco arrears. When it starts, the agent must stop all collection on the covered debts, which is why it should be a refusal in the telco's own limits.

Can the agent send a disconnection notice?

It can draft one for a person to send after checks for vulnerability, respite and disputes. Sending it automatically skips the checks the rules expect.

Who should approve default reports on device credit?

A certified collector or team lead named in the approver rule. Default reports are hard to correct later and affect the customer's access to credit.
