Compliance officers at Nigerian insurers need to learn to supervise AI agents in claims, underwriting and partner channels, and to use one in their own monitoring and NAICOM reporting. The essentials are reading depth, certificates and the verdict record, keeping submissions and AML judgements human, and meeting data protection law, in 90 days.
What does an insurance compliance officer in Nigeria spend time on?
The regulatory calendar is full. NAICOM expects periodic returns, prompt notification of significant events and adherence to its market conduct and governance expectations. Compliance prepares or reviews much of that, alongside the anti-money laundering programme for life business, checks on brokers and agents, and complaint reviews.
Claims are a recurring concern. Slow or disputed claims payments damage public trust in insurance, and compliance often tracks claims turnaround and complaint patterns closely. Distribution is changing too: insurers increasingly sell small policies through banks, fintech apps and mobile channels, where the partner controls the customer experience and the insurer still answers for the outcome. The compliance officer has to see into those channels.
Where can an AI agent help, and at what depth?
Claims and complaints monitoring, depth 1. The agent reads claims files, payment dates and complaints, and flags delays and patterns by product and channel. It writes nothing back to the claims system.
Partner channel oversight, depth 1. The agent reads policy data received from bank and fintech partners and checks that disclosures, premiums and customer details match what the insurer approved. Partner data is signed by a named counterparty; customer-entered details within it are declared.
Regulatory returns and board reports, depth 2. The agent drafts NAICOM returns and the compliance report from the insurer's own systems. A person checks and signs.
Customer due diligence follow-ups, depth 3. For life policies, the agent sends routine requests for missing identification documents within set bounds and records the response.
Suspicious transaction reports and regulator notifications, held. The agent assembles the case and holds it for a named person.
What must compliance officers learn, and what stays with them?
The baseline is in what compliance officers should learn before working with AI agents. Beyond it, Nigerian insurance compliance officers need to oversee agents that other teams and partners run. That means checking each agent's certificate and depth, knowing that certificates lapse after 90 days and that a run that clears no depth drops the agent to depth 1 the same day, and reading the record to see which bound decided a held or refused action. The reviewer and overseer skills are set out by role in AI agent skills by role.
Officers also need to correct agents in a way that improves them. A monitoring flag the officer overrules should come with a reason that changes the agent's brief; teaching compliance officers to bank corrections explains how.
Some things stay with the compliance officer without exception, and what compliance officers should never let an AI agent do gives the full list:
- filing a suspicious transaction report or deciding not to
- signing and submitting returns to NAICOM
- approving which depth another team's or partner's agent may hold
- concluding that a broker or partner breached the rules
- responding to a data subject complaint or a data breach
Which Nigerian rules shape oversight and competence?
NAICOM supervises insurers, brokers and agents. Its market conduct, governance and anti-money laundering expectations make the insurer answerable for every channel that sells its policies, including partner apps. An agent operating in those channels is part of the insurer's conduct, and the people overseeing it need the competence to explain its decisions to NAICOM. Where an insurance product is sold through a bank or another lender, the Central Bank of Nigeria's expectations for that partner apply alongside NAICOM's.
The Nigeria Data Protection Act 2023, enforced by the Nigeria Data Protection Commission, requires a lawful basis for processing, purpose limitation, security and respect for data subject rights. Health information gathered for life and health underwriting needs particular care. An agent reading claims files must be limited to the data it needs, and the compliance officer should check that limit in practice, not only on paper. Nigeria has no dedicated AI law, so these existing duties apply to the agent.

What does a 90-day training plan look like?
- Days 1 to 15. Compliance, risk and internal audit staff complete the Foundations material together, so the three lines share one vocabulary.
- Days 16 to 35. Officers learn to read agents: certificates, depth, the record and provenance. Each traces three claims decisions to their deciding bound.
- Days 36 to 60. A monitoring agent goes live on claims and partner data at depth 1. Officers log where its flags and their judgement differ, and why.
- Days 61 to 80. Officers who will release held items take reviewer certification with a two-week practicum.
- Days 81 to 90. The head of compliance approves an oversight register listing every agent, its depth, its certificate expiry and the officer responsible, including partner channels.
The training plan template for compliance officers turns this into an individual plan. The case for the officer's central role is in why compliance officers are the real control in an AI agent deployment.
Where the Academy fits
Pryme Intelligence Academy offers the Foundations track free and the Operator track for officers who release held items, with module tests set in insurance and compliance. Certified Pryme Operator needs 32 of 40 exam questions correct in 60 minutes and a two-week practicum. Certificates issued through VerifyDoc.ai can be checked by NAICOM, auditors or partners by number or QR code.
Questions people ask
Can an AI agent file suspicious transaction reports?
It can prepare the case and draft the report, but the decision to file must stay with a person. That judgement carries legal weight and cannot be delegated.
How do we oversee agents run by a bank or fintech partner?
Require the partner to share the agent's certificate, depth and record for your products, and review them as you would your own. The insurer still answers for the outcome.
Does data protection law limit what a claims agent may read?
Yes. Purpose limitation and data minimisation mean the agent should read only what the claim requires, and health data needs particular care.
