Italian utility contact centre managers must be able to prove that no agent ever activates a contract the customer did not ask for. Training should cover depth and verdicts, consent and contract changes, social discounts and arrears, with the EU AI Act's literacy duty, GDPR and the Garante setting the rules. A focused 90-day plan gets there.
What does the work look like in an Italian utility?
Energy and water customers in Italy contact their supplier about bills that arrive every month or two, readings and estimates, the move from regulated to free-market offers, social discounts for low-income households, payment by instalments and changes of owner when someone moves or dies. Water is often run by local operators with their own billing rules, which adds variety.
One problem stands out. Unrequested contracts, where a customer finds themselves switched to a supplier or offer they never agreed to, have long been a source of complaints and enforcement. Telemarketing consent and the register that lets people opt out of marketing calls add to it. The manager owns service levels, quality and complaints, and in Italy also owns a large share of the consent risk.
What can agents do, and how far?
An Italian supplier should certify each agent separately on its own contact history: bill queries, offer questions and instalment requests alike. The agent's role caps how far it can go; the evidence from your own cases decides how far it does go.
| Capability | Depth | The manager's check |
|---|---|---|
| Reading capture and bill explanation | 3 once certified | Sample replies for accuracy and clarity |
| Questions about free-market offers | 2: drafts from the approved offer sheet | No offer drafted that is not on the sheet |
| Instalment plans for arrears | 4, prepared and held | A named person releases each plan |
| Social discount queries | 2 | Eligibility evidence is declared, so a person confirms |
| Contract activation or change of offer | 1: reads and flags | Your own limits refuse any activation by an agent |
The last line is the Italian red line. An agent must never complete a switch or an offer change. It may explain, collect the request and hand it to a person who confirms consent through your verified process.
Will the manager's role shrink?
No, it moves. Agents take the first draft of thousands of routine replies, which frees time for the decisions that carry consumer harm: arrears, consent, complaints and vulnerable households. A longer argument is in whether agents will replace contact centre managers. For how this compares with other roles, see AI agent skills by role.
What must managers learn, and what stays with them?
- Read every verdict. An action is allowed, held, refused or withheld, and the record names the bound that decided it: role scope, certificate, sources, your own limits or the platform guardrails.
- Set approval authority in writing. An approver rule for the contact centre states who releases instalment plans, up to what amount, on which shifts.
- Turn every fix into a banked correction. If a reviewer corrects a draft that quoted an expired offer, the offer sheet in the agent's sources must be fixed too. Teaching managers to bank corrections explains the routine.
- Track competence by capability. An AI agent competency matrix for the contact centre shows who is trained to release which held action.
- Plan for lapses. An agent's certificate lapses after 90 days; a run that clears no depth drops it to depth 1 that day.
What stays with the manager and the team: confirming consent for any contract change, agreeing instalment plans, judging hardship, recognising complaints, handling bereavement and change-of-owner cases with care, and coaching. Team leads new to this can start with what contact centre managers should learn before working with agents.
Which rules in Italy shape oversight and literacy?
The EU AI Act applies to utilities that deploy agents. Article 4 requires measures to ensure sufficient AI literacy among staff dealing with AI systems. Article 26 sets deployer obligations, including human oversight by competent people, and Article 14 describes what that oversight must allow, such as understanding the system's output and being able to override it. Article 50 requires telling customers when they are interacting with an AI system.
GDPR applies, enforced by the Garante. Article 5 principles govern purpose and minimisation; Article 6 requires a lawful basis, which matters when an agent drafts a marketing message; Article 22 restricts solely automated decisions with significant effects. Telemarketing consent and the opt-out register are enforced vigorously, and agents must respect both. Many energy and water operators are essential entities under the NIS2 Directive.
The energy and water regulator sets rules on bills, complaints, arrears and contract changes, including protections against unrequested contracts. They apply whether a person or an agent drafts the reply.

How to train the floor in 90 days
In the first month, every agent-facing employee learns depth, verdicts, the record and the consent red line, using real Italian examples from your own contact history. Managers draft the approver rule and confirm who handles contract changes.
In the second month, team leads review held instalment plans and consent flags daily. They calibrate weekly, comparing decisions on the same cases and writing down disagreements.
In the third month, release rights follow a current certificate, the team rehearses a certificate lapse, and the manager reviews whether any agent draft ever touched a contract change without a flag.
Where the Academy fits
Pryme Intelligence Academy runs Foundations for the whole floor in about four hours, with module tests set in utilities and in each learner's role. Team leads who release plans take the Operator track, with a written exam of 40 questions (32 to pass) and a two-week practicum, valid 12 months. The admin view gives the evidence of literacy measures that Article 4 points towards.
Questions people ask
Can an agent take a customer's verbal agreement to switch offer?
It can record the request. Confirming consent and completing the change should stay with a person following your verified process, given the history of unrequested contracts.
How should bereavement cases be handled?
The agent should recognise and flag them so a trained person takes over. Change of owner after a death needs care and judgement that an agent should not exercise.
Do water operators need different training from energy suppliers?
The concepts are shared. Build test cases from your own tariffs, billing cycles and arrears rules.
