Prepaid tokens that never arrived, outages and mobile money payments sent to the wrong account fill a Kenyan utility contact centre. Managers need training to supervise agents that handle those queries: reading depth and verdicts, releasing held refunds, and protecting customer data under the Data Protection Act 2019. A 90-day plan builds the habit.
What fills the day for a utility contact centre manager in Kenya?
Electricity and water customers in Kenya reach the contact centre by phone, text, chat and social media, in English and Swahili, often mixing the two. The biggest single query type for power is a prepaid token that did not arrive after a mobile money payment. After that come outages, new connection applications, postpaid bill disputes, reconnections after payment and reports of tampering or illegal connections.
Water service providers see similar patterns: estimated bills, burst pipes, rationing schedules and disconnections. The manager owns response times, quality and escalation to field teams, and carries the reputational weight when an outage trends online before the network team has confirmed it.
Where do agents help first?
- Missing tokens, depth 3 once certified. The agent matches the mobile money reference to the token vending record and resends the token within set bounds. If no payment is found, it drafts a reply asking for the reference and a person reviews.
- Outage reports, depth 2. The agent logs the fault, groups reports by area and drafts updates. A person confirms the cause and estimated restoration before anything is published.
- Connection application status, depth 2. The agent reads the application record and drafts a status reply, without promising dates the field team has not confirmed.
- Payments to the wrong account number, depth 4, held. The agent prepares the reallocation or refund with evidence attached. A named team lead releases it.
- Tampering and illegal connection reports, depth 1. The agent reads and routes. These reports may identify a neighbour or an employee, so they go straight to a trained person.
Why does the manager remain the real control?
Agents act within bounds; the manager decides what those bounds are and checks they hold. Every action meets five bounds at once: role scope, certificate, sources, your own limits and the platform guardrails. The lowest wins, and the verdict names it. That gives a manager something specific to supervise, rather than a vague sense that "the system handles it". The case is made in full in why contact centre managers are the real control in an agent deployment.
This is also why the role is not disappearing. Volume moves to the agent; judgement, review and accountability stay with the manager, as whether agents will replace contact centre managers argues.
What should the manager learn, and what stays with people?
The manager needs to read verdicts fluently, spot when a held refund is held for the right reason, and fix the cause rather than the symptom. If the token agent keeps failing because a payment channel's references arrive in a new format, that is a source problem to bank as a correction, not a reviewer problem to absorb. Teaching managers to bank corrections shows the routine.
Managers must also know the lifecycle. An agent's certificate lapses after 90 days, and a run that clears no depth drops it to depth 1 the same day. On a busy evening, the token agent falling back to drafting sends a wave of drafts to people, so plan cover.
For a Kenyan utility, the general red lines in what contact centre managers should never let an agent do come down to five:
- releasing any refund or reallocation of a customer's money;
- disconnection decisions and reconnection disputes;
- handling tampering reports and anything that names an individual;
- public statements about major outages;
- complaints that may go to the energy regulator.
Which Kenyan rules apply?
The Data Protection Act 2019, enforced by the Office of the Data Protection Commissioner, requires personal data to be processed lawfully, fairly and transparently, for specified purposes, kept to what is necessary and protected by appropriate security. Customer phone numbers, payment references and location details all count. Reviewers must know which of these the agent reads and must not copy them into free-text notes or shared chats.
Mobile money payments run through payment service providers supervised by the Central Bank of Kenya, so refund and reallocation steps must follow the provider's rules as well as your own. The energy regulator's consumer protection rules govern billing, disconnection and complaints, and they apply to an agent's replies exactly as they apply to a person's. If you serve customers in the EU, GDPR may also apply.
This is an explanation of the rules, not legal advice; confirm how they apply to you with counsel.
What should the first 90 days include?
| Period | Who | What they learn | Evidence |
|---|---|---|---|
| Days 1 to 30 | All agent-facing staff | Depth, verdicts, the record, data handling under the Act | Test scores by person |
| Days 31 to 60 | Team leads | Releasing held refunds, routing sensitive reports, weekly calibration in English and Swahili | Review decisions in the record |
| Days 61 to 90 | Manager and approvers | Release rights tied to certificates; lapse drill on a busy evening | Updated competency matrix |

Where the Academy fits
Pryme Intelligence Academy offers a free readiness assessment for teams of up to 25: the team takes the Foundations test set in its industry, and the report shows gaps by concept and the first agent to start with, often the token agent. Team leads then take the Operator track, whose practicum is two weeks of real review decisions signed off by a Pryme assessor.
Questions people ask
Can the agent resend a prepaid token without a person?
Yes, at depth 3 once certified, when the payment reference matches the vending record. When it does not match, the agent should draft a reply and hold, not guess.
Should the agent reply on social media during an outage?
It can draft replies from confirmed outage data. A person should approve public statements about cause and restoration time.
How do we review drafts written in Swahili?
Assign reviewers who read Swahili well, and calibrate in that language. A draft that is accurate but impolite still needs correcting.
