Housing loan screening is the heart of retail credit at a Japanese bank, and analysts need training to supervise agents that prepare it. They must know each agent's depth, read held and refused verdicts, check repayment ratios and property figures at source, and keep the screening decision and guarantee coordination with people. The FSA and the APPI frame oversight.
What does a retail bank credit analyst in Japan handle?
At city, regional and trust banks, retail credit means housing loans above all: new purchases, refinances from other banks, renovation loans and loans for investment properties. Analysts also review card loans and free-use personal loans, which banks have been expected to underwrite carefully to avoid excessive borrowing.
A housing loan file brings together employment and income history, the applicant's age and years to retirement, the repayment ratio against annual income, the property appraisal, existing borrowing from credit information bureaus, and group credit life cover. Many loans are also screened by a guarantee company affiliated with the bank, so the analyst coordinates two views of the same file. Decisions pass through several layers of approval.
Where do agents fit in housing loan screening?
Depth is granted step by step, from 1 (read) to 4 (moves money), only after the agent has been replayed against the bank's own past housing loan files. The role sets the ceiling, and the lower of the two governs.
- File assembly, depth 1. The agent reads the application, income certificates, bureau records and the appraisal, and lists missing or expired documents.
- Repayment ratio draft, depth 2. The agent calculates the ratio at the bank's screening rate, including existing borrowings, and shows each input and source.
- Term and age check, depth 2. The agent drafts how the term relates to the applicant's age at final repayment under bank policy.
- Guarantee company package, depth 2. The agent prepares the summary the guarantee company needs. Sending it is a person's step.
- Loan execution, depth 4, held. Funding on the settlement date is held for named people.
Which decisions must stay with the analyst?
| Decision | Why |
|---|---|
| Approval, conditions and amount | It needs judgement on stability of income and the applicant's circumstances |
| Exceptions to the repayment ratio or term policy | They test the bank's own risk appetite |
| Assessment of self-employed and contract workers | Income evidence is less regular and needs interpretation |
| Accepting an appraisal that looks out of line | A wrong value affects collateral for the life of the loan |
| Responses when the guarantee company disagrees | Requires negotiation and accountability |
The reasoning behind each line is in what credit analysts should never let an agent do. In a bank where several layers sign every housing loan, those layers are the real control in an agent deployment, and their signatures must mean something.
What should analysts learn first?
The foundations in what credit analysts should learn before working with agents begin with verdicts. An action is allowed, held, refused or withheld, and the record names which of five bounds decided it: role scope, certificate, sources, the bank's limits or the platform guardrails. In a multi-layer approval culture, analysts should also see that the record shows who signed at each layer.
Provenance matters next. The bank's own deposit and loan records are sealed; an income certificate issued by an employer comes from a named party; an applicant's statement of other borrowing is declared and must be checked against bureau data. An external document, such as a property flyer, cannot support an appraisal.
Analysts must also bank corrections. If the agent keeps counting bonus income in a way the bank does not allow, the fix belongs in its sources; teaching credit analysts to bank corrections covers how. And they must know that an agent's certificate lapses after 90 days, with a failed run dropping it to depth 1 that day. For other roles in the branch and head office, see AI agent skills by role.
How do the FSA and the APPI shape oversight?
The Financial Services Agency supervises banks, including their credit risk management, governance and the management of models used in business decisions. It has also scrutinised how banks underwrite card loans to prevent excessive borrowing. Whatever an agent prepares, the bank must show that screening followed its own policy and that competent staff decided.
The Act on the Protection of Personal Information (APPI) requires purposes of use to be specified and observed, restricts providing personal data to third parties without a proper basis, and requires security control measures, including supervision of employees and contractors. Sharing a file with a guarantee company is a third-party provision question as well as a credit one. Bureau information carries its own restrictions on use. If the bank serves customers in the EU, GDPR may also apply.

Ninety days of training
Month one. Literacy for analysts and approvers at every layer: depth, verdicts, provenance and the record. Use anonymised housing loan files, including a refinance and a contract worker.
Month two. Analysts compare agent-drafted repayment ratios with their own on live files and record every difference. Weekly calibration across branches keeps judgement consistent.
Month three. Tie approval authority at each layer to a current certificate, rehearse a certificate lapse, and test reconstruction of three decisions from the record. The AI agent training plan template for credit analysts captures this per person.
Where the Academy fits
Pryme Intelligence Academy lessons can be read or heard as audio, which suits analysts in branches. After the four-hour Foundations track, analysts take Operator: a written exam of 40 questions in 60 minutes, with 32 correct to pass, and a two-week practicum on real review decisions. Certificates are valid 12 months and show their status at source.
Questions people ask
Can an agent send the file to the guarantee company?
It can prepare the package. Sending personal data to a third party is a decision a person should take, under the bank's APPI procedures.
How should branch and head office reviewers share the work?
Write approval layers into the bank's limits so each held action names who must act. The record then shows every signature in order.
Should card loan screening use the same agent?
Use a separate capability with its own depth and certification. Card loans have different risks and policy limits from housing loans.
