AI agent training for fraud analysts in payments in Ireland

How fraud analysts at Irish payment firms should train to oversee AI agents across EU markets, what stays human, and the Central Bank's rules.

Fraud analysts at Irish payment and e-money institutions should be trained to supervise AI agents that monitor transactions across many EU markets, check payee names on instant payments and assemble cases, and to keep blocks, releases and reports in human hands. Because many firms passport services from Ireland, analysts work under Central Bank of Ireland supervision for customers across Europe.

What does a payments fraud analyst in Ireland handle?

Ireland is a European base for many payment institutions, e-money issuers and card acquirers that serve customers across the EU from Dublin. A fraud analyst may review transactions in a dozen currencies and languages, for consumers in Spain, merchants in Germany and card issuers in the Nordics, all in one shift. Patterns differ by market: invoice redirection fraud is common in some, social engineering by fake bank staff in others.

Common threads run through it: account takeover of digital wallets, card-not-present fraud at acquired merchants, merchants that launder or disappear, mule accounts opened with stolen identities, and authorised push payment scams where the customer is tricked into sending money. With euro instant payments, funds can leave in seconds, which compresses the time analysts have to act.

What changes when AI agents work the fraud queue?

  • Cross-market alert triage (depth 2). The agent gathers account, device, beneficiary and history data for each alert, translates customer notes, and drafts a recommendation.
  • Payee verification follow-up (depth 3). Where a name check returns a mismatch or close match, the agent warns the payer in their own language and pauses the payment for confirmation.
  • Merchant monitoring (depth 2). For acquirers, the agent drafts reviews of merchants whose refund, chargeback or volume patterns change sharply.
  • Mule account cases (depth 2). The agent links accounts receiving funds from known fraud cases and drafts a case.
  • Account blocks, fund releases and merchant terminations (depth 4, held). The agent prepares; a named analyst decides.

Some actions are withheld at the platform floor for every agent, such as reversing a settled payment on the firm's own rail. The agent can prepare a recall request instead. The broader map is in AI agent skills by role.

What must analysts learn, and what is never handed over?

Reviewing across languages and markets. An analyst in Dublin may review a case involving a customer in Portugal. The agent's translation and summary are useful, but analysts should check the original where a decision turns on wording. Our guide to how fraud analysts review an AI agent's decisions covers the method.

Provenance. A name-check result from the scheme is sealed. A merchant's explanation of a refund spike is declared. An email from a supposed supplier with new bank details is external and can never authorise a payment.

The decision chain. Analysts should read which of the five bounds decided each verdict and know that the agent's certificate lapses after 90 days, with a failed run dropping it to depth 1 the same day.

Corrections. Where an analyst disagrees with a recommendation, the reason, including any translation problem, should be written into the record; see teaching fraud analysts to bank corrections.

What is never handed over: blocking accounts, releasing held funds, terminating merchants, deciding refunds on authorised push payment claims, and suspicious transaction reporting. Our list of what fraud analysts should never let an AI agent do sets the boundary, and why fraud analysts are the real control explains it.

Which rules shape oversight and literacy in Ireland?

The Central Bank of Ireland authorises and supervises payment and e-money institutions based in Ireland, including their services passported into other EU countries. PSD2 requires strong customer authentication. The EU Instant Payments Regulation requires payment service providers to verify the payee's name before an instant credit transfer. DORA, applying from 17 January 2025, requires ICT risk management, incident reporting, resilience testing and oversight of ICT third parties, and an agent connected to payment systems falls within that scope. Anti-money-laundering duties follow the FATF Recommendations, and the EU AML Authority is being established in Frankfurt.

GDPR governs customer data, with the Data Protection Commission as the Irish supervisor. Article 22 restricts decisions based solely on automated processing with significant effects, such as automatic blocks, and Article 35 impact assessments are expected for large-scale fraud profiling. The EU AI Act applies directly; Article 4 requires AI literacy among staff, and fraud detection is carved out of the credit-scoring high-risk category. Card acquirers and issuers must meet PCI DSS v4.0.

This is an explanation of the rules, not legal advice; confirm how they apply to you with counsel.

What does a 90-day training plan look like?

Days 1 to 30. Every analyst covers the foundations, logged as Article 4 evidence. Triage runs in shadow for the two markets with the most alerts, in their own languages.

Days 31 to 60. Certify payee verification follow-up at depth 3. Run merchant monitoring in shadow for acquiring. Hold weekly reviews of cross-language cases.

Days 61 to 90. Extend triage to further markets one at a time. Senior analysts complete operator-level certification and become the only people who release held funds. Track progress with the AI agent training plan template for fraud analysts. Pryme Intelligence Academy's certificates are issued through VerifyDoc.ai, so a supervisor can check any analyst's status at source.

Questions people ask

Does passporting change who supervises our fraud controls?

The Central Bank of Ireland remains the home supervisor, though host-country authorities can take an interest in conduct toward their residents. Train analysts on the expectations of both.

Can the agent translate customer statements for a decision?

It can, and the translation is useful for triage. Where a decision turns on exact wording, an analyst should check the original or a verified translation.

How should analysts handle merchant terminations?

The agent prepares the evidence. Termination affects the merchant's business and stays with a person, usually after review by a senior analyst.
