AI agent skills by role·Sector brief

AI agent training for fraud analysts in payments in the Netherlands

How fraud analysts at Dutch payment firms should train to oversee AI agents on helpdesk fraud and instant transfers, and the EU rules that apply.

Dutch payment firms should train fraud analysts to supervise AI agents that triage alerts on online bank payments and instant transfers, warn payers about name mismatches and assemble scam cases, with clear rules on who may approve what and round-the-clock reviewer cover. Blocks, releases and refunds stay human. DNB, the AFM, PSD2, the Instant Payments Regulation and DORA frame oversight.

What does a payments fraud analyst in the Netherlands deal with?

The Netherlands pays online through its domestic bank-payment scheme and increasingly through instant credit transfers, so fraud follows the money there. Bank helpdesk fraud is the best-known pattern: a fraudster calls pretending to be from the bank's security team, sometimes followed by a fake courier collecting cards, and talks the victim into moving money to a "safe account". Marketplace scams, where a fake buyer sends a payment request link that leads to a phishing page, are another.

Analysts at payment service providers, acquirers and banks review alerts on new beneficiaries and unusual transfers, contact customers, handle refund claims under the banks' policies for scam victims, and track mule accounts, often opened by young people recruited through social media. Merchant fraud at payment service providers that onboard webshops is a separate strand.

What changes when AI agents join the fraud team?

  • Alert triage (depth 2). The agent gathers account, device, beneficiary and recent call data and drafts a recommendation for each alert.
  • Name mismatch warnings (depth 3). Where a payee name check returns a mismatch, the agent warns the payer in approved wording and pauses the payment for confirmation.
  • Payment request link checks (depth 3). The agent flags payment links pointing to known phishing domains and blocks the link within limits the firm sets.
  • Webshop onboarding reviews (depth 2). For payment service providers, the agent drafts risk reviews of new merchants.
  • Account blocks and fund releases (depth 4, held). The agent prepares; a named analyst decides.

What must analysts learn, and what stays with them?

Approval rights. Decide who may release which held actions, and enforce it in the system. Our guide on how to set an approver rule for the fraud team explains how to tie approval to role and certification.

Cover at every hour. Helpdesk fraud calls often come in the evening and at weekends. A held payment with no reviewer is a failure in either direction. Our guide on how to build a reviewer rota for the fraud team covers staffing.

Evidence classes. The name check result is sealed. A customer's account of a call from "the bank" is declared. A payment link received by chat is external. Analysts should weigh each by class.

Withheld versus held. Reversing a settled payment on the firm's own rail is withheld at the platform floor for every agent. Analysts can send a recall request; nobody on the team can switch the withheld action on.

For a new analyst, the first read should be what fraud analysts should learn before working with AI agents, which explains depth and provenance from scratch.

What stays with analysts: blocks, releases, refund decisions for scam victims, mule account actions, merchant terminations and suspicious transaction reporting. Those decisions make fraud analysts the real control in a payment firm's deployment.

Which rules shape oversight and literacy in the Netherlands?

De Nederlandsche Bank supervises banks, payment institutions and e-money institutions prudentially and on integrity, and the AFM supervises conduct toward customers. Significant banks fall under ECB banking supervision. PSD2 requires strong customer authentication. The EU Instant Payments Regulation requires payment service providers to verify the payee's name before an instant credit transfer, which makes mismatch warnings a core agent task. DORA, applying from 17 January 2025, sets ICT risk management, incident reporting, testing and third-party duties that reach agents connected to payment systems. Anti-money-laundering duties follow the FATF Recommendations, and the EU AML Authority is being established in Frankfurt.

Customer data falls under GDPR, which the Dutch data protection authority supervises. An automatic block is the kind of decision Article 22 restricts when it is made solely by automated means. Under the EU AI Act, staff need AI literacy (Article 4), while fraud detection sits outside the credit-scoring high-risk category.

What does a 90-day training plan look like?

Days 1 to 30. Foundations training for every analyst, logged as Article 4 evidence. Alert triage runs in shadow, with particular attention to evening helpdesk-fraud alerts.

Days 31 to 60. Certify name mismatch warnings at depth 3. Set the approver rule and the reviewer rota, with evening and weekend cover. Run payment link checks in shadow.

Days 61 to 90. Senior analysts complete operator certification. Only they can release funds the agent has held, and the rota guarantees one is on duty at all hours.

Where the Academy fits

Pryme Intelligence Academy gives Dutch fraud teams a free Foundations track for every analyst and the Operator track for approvers. A business can make approval rights depend on a current certificate, depth by depth, which slots straight into the approver rule. Certificates are issued through VerifyDoc.ai; a lapsed one shows as lapsed on the same page.

Questions people ask

Can the agent stop a customer moving money to a "safe account"?

It can hold the payment and warn the customer. Talking the customer through the scam, and deciding whether to release, stays with a trained analyst.

How many reviewers do we need at night?

Enough that every held payment is decided before the customer gives up or the fraudster changes approach. Base it on held volumes by hour.

Does the approver rule replace the four-eyes principle?

No. It decides who may be one of the eyes. High-value releases can still need two certified people.
