Public sector HR advisers in Brazil should learn to supervise AI agents that read career statutes, count service time and draft replies to servants' requests, while keeping every decision on rights, discipline and probation for themselves. Training covers depth, held drafts, provenance of records and banking corrections, with the LGPD and the ANPD setting the data rules.
What does HR advisory work look like in a Brazilian public body?
The work is driven by statute rather than contract. Public servants enter through competitive examination, serve a probationary period, and progress through career tables set by law and internal regulation. An HR adviser spends much of the day answering formal requests: recognition of service time from a previous post, a progression that was not applied, an allowance for a qualification, a change of working hours.
Each request becomes a file that a competent authority signs. The adviser researches the career law, the body's own regulations and earlier opinions, then drafts the technical note. Disciplinary proceedings, medical leave reviews and retirement projections add volume. Errors are costly: a wrongly counted day of service can change the date someone may retire.
Where do agents change the work?
The best uses are reading and assembling, with people keeping the signature.
- Service time reconstruction (depth 1). The agent reads appointment acts, leave records and earlier certificates and builds a timeline, showing which record supports each period and where there is a gap.
- Technical note drafting (depth 2). For a progression or allowance request, the agent drafts the note citing the career law and internal rules. An adviser reviews and the authority signs.
- Disciplinary file indexing (depth 1). The agent orders the documents of a proceeding and lists deadlines. It does not propose a penalty.
- Probation evaluation reminders (depth 3). Within the body's limits, the agent reminds line managers when an evaluation is due and records the reply.
Requests that would change a servant's pay, career position or status are held for a named adviser. The agent's role scope simply does not reach them.
What must advisers learn, and what remains theirs?
Advisers need to read where each fact came from. A service period backed by a published appointment act is a sealed record; one backed only by the servant's own statement is declared. When the agent drafts a note that relies on a declared fact, the adviser must check it before anyone signs. Training on provenance is the single most useful hour for this role.
They also need to understand that a held draft is not a failure. The agent stops at the edge of its depth and waits for a person. Advisers who treat held items as noise will approve them in bulk, which defeats the control. Our piece on how HR advisers review an AI agent's decisions offers a routine for reading each held draft in under a few minutes without skipping the reasoning.
Correction is the third skill. When an adviser fixes a misread clause, the fix should be banked against the source so the agent stops repeating it. See how to teach HR advisers to bank corrections.
What stays with the adviser: the technical opinion on any contested right, every step of a disciplinary proceeding, judgement on medical and family circumstances, and direct conversations with servants. These carry legal consequences and need a person who can be asked to explain them.
Which Brazilian rules shape oversight and literacy?
The LGPD governs the personal data of servants, including health data from medical boards, which it treats with extra care. The ANPD supervises it, and the law binds public bodies as well as private employers. The LGPD also lets a person ask for review of a decision made solely by automated processing that affects their interests, so a body must be able to show where a person decided.
Public bodies in Brazil also carry transparency duties under access to information law and a general duty to give reasons for administrative acts. An agent's draft that cannot be traced to its sources will not survive a request for the file. The append-only record of every verdict helps here, because the body can show what the agent read and who approved.
International frameworks give structure where national guidance is thin: the NIST AI Risk Management Framework and ISO/IEC 42001 both expect named owners, competence and monitoring. Banco Central do Brasil and the other financial regulators are not relevant to this role.

How should a body train advisers over 90 days?
| Period | Who | What they do | Evidence |
|---|---|---|---|
| Days 1 to 30 | All HR advisers and the HR director | Foundations: why agents are governed, depth, the decision chain | Completion record per person |
| Days 31 to 60 | Three advisers who will review | Operator training; review service time timelines in parallel with their own | Log of disagreements and banked corrections |
| Days 61 to 90 | Same advisers plus the director | Calibration on anonymised files; decide whether technical note drafting can be proven next | Signed list of who may approve held items |
A training plan template for HR advisers turns this table into a document the body can adopt.
Where the Academy fits
Pryme Intelligence Academy's Foundations track gives the whole team the vocabulary in about four hours, free. Advisers who review daily take the Operator track, with module tests set in the public sector and the HR role. Certificates are issued through VerifyDoc.ai and anyone, including an internal control unit, can check them at source.
Questions people ask
Can the agent count service time for retirement on its own?
It can build the timeline and show its working at depth 1, but the certificate a servant relies on should be signed by a person. Service time errors are hard to undo once a retirement is granted.
Does training need to be in Portuguese?
The sources the agent reads are in Portuguese, so the review practice must be too. What matters is that advisers read the agent's citations against the original texts.
Will fewer advisers be needed?
Fewer hours go on searching and copying; more go on judgement. Our article on whether AI agents will replace HR advisers covers this, and the guide to AI agent skills by role shows how the skills shift.
