Italian consumer lenders bringing agents into credit should start with their loan officers. Creditworthiness assessment is high-risk under the EU AI Act, so oversight must sit with people trained to exercise it. Agents can check salary assignments, read credit register data and draft decisions; officers keep declines, exceptions, insurance suitability and disbursement.
What occupies a consumer loan officer in Italy?
Salary- and pension-assignment loans are a large share of the work. The borrower assigns a fixed share of salary or pension to the lender, the employer or pension body pays it directly, and the loan must be covered by life and employment insurance. The officer checks the assignment, the employer's or pension body's confirmation and the insurance, and confirms the instalment respects the legal limit.
Personal loans and point-of-sale finance make up the rest. Every file involves an identity check, an income check, consultation of credit information including the central credit register kept by Banca d'Italia, an affordability assessment and a check that the rate stays below the usury threshold.
Insurance sold alongside credit deserves its own mention. Officers must make sure any protection cover is suitable and that the borrower understands it is offered on fair terms. Mis-selling it is a known risk in the market.
How do agents change the work?
Checking the assignment file (depth 1). The agent reads the salary or pension statement, the employer's confirmation and the insurer's acceptance, and lists anything missing. The pension body's statement is signed; a payslip uploaded by the borrower is declared.
Drafting the credit decision (depth 2). The agent drafts the recommendation with affordability figures and reasons. The officer decides.
Checking the rate (depth 1). The agent compares the total cost of credit with the applicable usury threshold and flags any breach; a breach is refused.
Preparing standard documents (depth 3). For approved loans within the lender's bounds, the agent produces the pre-contract information. Officers sample it.
Disbursement (depth 4). Held for a named officer every time.
The agent does not decide whether insurance is suitable. It can set out the cover and the borrower's circumstances at depth 2, but the judgement belongs to a person.
What must officers keep?
Declines and the reasons given, exceptions to policy, the suitability of any bundled insurance, judgements about borrowers in difficulty, and disbursement. These are the points where a borrower can be harmed and where the lender must be able to name the person who decided. The fuller list is in what loan officers should never let an AI agent do.
There is a second reason. An agent applies its brief consistently; an officer notices the borrower who is being pushed by a relative or broker, or whose pension statement looks right but whose story does not. That is the argument in why loan officers are the real control in an AI agent deployment.
What do officers need to learn?
The vocabulary comes first: certified depth and the depth each action needs, the four verdicts, the five bounds of the minimum chain and provenance. An officer should be able to look at a held case and say whether the lender's limit, the agent's certificate or a weak source decided it.
Review technique comes next. How loan officers review an AI agent's decisions sets out the method: check the figures, the sources and the reasons, then decide.
Consistency is the third skill. Italian lenders often work through branches and networks of credit intermediaries, and officers in different regions can drift apart in how they treat the same case. Regular calibration sessions for loan officers bring them back together.
Finally, correction. Overrides recorded with reasons let the lender improve the agent's brief and sources; see teaching loan officers to bank corrections.
Which Italian and EU rules apply?
Banca d'Italia supervises banks and financial intermediaries, including their transparency and fairness towards customers. IVASS supervises insurance, including protection cover sold with loans. The Garante is the data protection authority. The EBA sets EU guidelines on loan origination.
The EU AI Act (Regulation (EU) 2024/1689) lists creditworthiness assessment and credit scoring of natural persons as high-risk in Annex III. Deployers must assign human oversight to competent, trained people with authority (Article 26) and make it effective (Article 14). Article 4 requires AI literacy among staff, and Article 27 may require a fundamental rights impact assessment for certain deployers.
GDPR Article 22 restricts decisions based solely on automated processing with significant effects; Article 35 may require an impact assessment. DORA covers ICT risk and the agent platform as a third-party arrangement. Italian consumer credit law sets out the information, affordability, assignment limits and usury rules described above.

What does the 90-day plan look like?
- First month. Foundations (about 4 hours) for officers, team leads, the credit risk owner and whoever oversees insurance distribution. The agent checks assignment files at depth 1.
- Second month. Operator modules on human review, teaching the agent and when something goes wrong. Decisions move to depth 2. Calibration every two weeks across regions, using the same five cases.
- Third month. The Operator exam (40 questions in 60 minutes; 32 correct needed) and the two-week practicum. Only certified officers approve held decisions afterwards.
For the roles around the officer, see AI agent skills by role.
Where the Academy fits
Pryme Intelligence Academy runs the Operator track with module tests set in consumer lending and in the officer's role. The two-week practicum is signed off by a Pryme assessor, and each certificate can be checked at source through VerifyDoc.ai by number or QR code. For a lender with officers spread across regions, the admin view shows progress and expiry dates in one place.
Questions people ask
Can the agent verify the insurer's acceptance for a salary-assignment loan?
It can confirm the acceptance is present and matches the loan details. If the insurer has not confirmed, the agent should hold the case.
Does the usury check need a person?
The check itself suits an agent at depth 1, because it is a calculation. A breach should be refused, and any dispute about the calculation goes to an officer.
Should credit intermediaries and brokers be trained?
They need Foundations so they understand why files are held. Approval rights stay with the lender's certified officers.
