French public payroll already separates the official who orders a payment from the public accountant who makes it, so agents fit best as a third, governed party that prepares and checks. Payroll administrators need training in depth and verdicts, review of held pay changes, grade and allowance checks, and the EU AI Act, GDPR and transparency duties public bodies carry.
What does a public sector payroll administrator in France do?
Administrators work in one of the three branches of the civil service, state, local or hospital, and pay a mix of tenured civil servants and contract staff whose rules differ. Pay follows grade and step on an index scale, so each promotion, step advance or change of post must be reflected on the right date. On top sit allowances: for duties, for location, for night and weekend work in hospitals, and bonuses tied to function and results, each with its own legal basis.
The work is document-driven. An administrative decision, such as an appointment, a promotion or a part-time arrangement, has to exist before pay changes. Overpayments, often caused by a decision recorded late, must be recovered under formal procedures. And every payment passes from the authorising side to the public accountant, who checks that it is lawful before paying.
Where can agents help, and at what depth?
- Depth 1, read. The agent reads each new administrative decision and checks that the grade, step and effective date in payroll match it, flagging any gap.
- Depth 2, draft. It drafts the pay change file for a promotion with the legal basis cited, and the letter to an employee explaining an overpayment and the recovery schedule. An administrator checks and sends.
- Depth 3, execute within bounds. It applies routine step advances that follow automatically from seniority rules, where the decision is on file, inside limits the employer sets.
- Depth 4, held. Transmitting the monthly pay file to the public accountant and launching recovery of an overpayment are held for a named administrator.
Administrators should check provenance. A signed administrative decision is signed. The payroll ledger is sealed. A manager's email saying an employee now works nights is declared until the duty roster or decision confirms it. A message from "the employee" with a new bank account is external, and an external claim cannot authorise a payment.
What stays with the administrator, and why?
Legal interpretation stays with people: whether an allowance applies to a post, how a contract employee's situation should be treated, how to handle a disputed overpayment. So does every pay change without a supporting decision, and every bank detail change. Public money is involved, and the public accountant will ask who decided and on what basis. Our article on what payroll administrators should never let an AI agent do covers the general list.
The separation of roles in French public finance makes the point in why payroll administrators are the real control in an AI agent deployment concrete: the agent prepares, the administrator orders, the accountant pays, and each step is recorded.
What must administrators learn?
Administrators should be able to describe the agent in the vocabulary of AI agent skills by role, since the public accountant's team will ask them to. Three public sector skills follow. The first is checking every pay change against the administrative decision behind it, the routine in how payroll administrators review an AI agent's decisions. The second is fixing a misread allowance rule once in the agent's sources, using how to teach payroll administrators to bank corrections. The third is expecting step advances to go back to manual handling whenever the agent's 90-day certificate lapses or a run fails.
Which rules in France shape oversight and AI literacy?
French public employers that deploy an agent take on the EU AI Act's deployer duties. Article 4's literacy duty applies to every administrator who works with the agent's output. Article 26 asks that oversight sit with people who have the competence, training and authority to exercise it, which in French public finance maps onto the authorising official rather than the agent. Because some public uses are high-risk under the Act and Article 27 asks certain deployers for a fundamental rights impact assessment, the employer should record its assessment of whether either applies.
GDPR governs staff data, with the CNIL as the French authority. A data protection impact assessment under Article 35, a record of processing under Article 30, and Article 22's limits on solely automated decisions with significant effects all apply to payroll. Public bodies face additional transparency and fairness duties, and French administrative law requires that people be told when an individual decision about them was taken on the basis of algorithmic processing. Hospitals may also fall under NIS2 for cybersecurity.

How should the first 90 days run?
Days 1 to 30. The payroll unit records owners and checkpoints in the AI agent training plan template for payroll administrators and teaches the vocabulary to everyone, including the staff who key administrative decisions. The agent compares each new decision with grade, step and allowances in payroll at depth 1.
Days 31 to 60. The agent drafts pay change files with their legal basis and the letters explaining overpayments. The public accountant's team sees the correction log each fortnight, so it understands how the agent is supervised before it relies on what the agent prepares.
Days 61 to 90. Step advances that follow from seniority, with the decision on file, become depth 3. Before each monthly transmission to the public accountant, the team lead confirms that the file carries a named approver.
Where the Academy fits
Public employers often need to show competence to an auditor, not just attendance. Pryme Intelligence Academy's Operator track does that through a practicum of two weeks of real review decisions, signed off by a Pryme assessor, on top of the free Foundations badge everyone can earn. The resulting certificate sits on a public register by name, credential and expiry.
Questions people ask
Can the agent apply a promotion before the decision is signed?
No. Without the decision there is no legal basis for the pay change. The agent should hold it until the signed decision is in its sources.
Must employees be told an agent was involved in their pay?
Where an individual decision is based on algorithmic processing, French administrative law expects transparency. Take advice on how it applies to your use.
Does the public accountant need training too?
The accountant's team should understand depth, verdicts and the record so they know what the agent did and who approved it.
