Italian public buyers already work under procurement rules that allow automated tools only if people can understand them and the decision is never left to the algorithm alone. Training procurement officers for agents puts that into practice: depth and verdicts, review of held qualification and award decisions, payment traceability, and the EU AI Act's literacy and oversight duties.
What does a public procurement officer in Italy do?
Officers in ministries, regions, municipalities, health authorities and other public bodies run procedures on certified electronic platforms, from direct awards below thresholds to open procedures above them. Each procedure has an official responsible for it throughout its life, from planning to execution. Officers verify bidders' qualification documents, much of which now sits in a national electronic file, support evaluation committees and manage contracts after award.
Two Italian features stand out. Every procedure carries an identification code, and payments to contractors must be traceable through dedicated bank accounts the contractor declares, so a change of account is a formal matter. And public contracts are overseen by the national anti-corruption authority, which collects procedure data and can scrutinise decisions, so documentation must be complete.
Where can agents help, and at what depth?
- Depth 1, read. The agent checks each bidder's qualification documents in the national file against the notice's requirements and lists gaps, expiries and inconsistencies, citing the clause relied on.
- Depth 1, read. It checks that invoices carry the right procedure code and that payment is directed to the declared dedicated account, flagging mismatches.
- Depth 2, draft. It drafts replies to clarification requests for publication and the minutes summarising the qualification check. An officer checks and signs.
- Depth 3, execute within bounds. It issues orders under an existing framework agreement for approved items, within the framework's limits and the body's own.
Qualification decisions, award and any change to the dedicated account are held for named officials. Provenance underpins this: the body's contract register is sealed; a certificate from a public registry is signed; a bidder's self-declaration is declared until verified; and an email announcing a new account is external, which cannot authorise a payment.
What stays with the officer, and why?
The law already answers this: the decision cannot rest on the algorithm alone. Qualification, exclusion, evaluation scores, award and contract changes stay with officials, and the responsible official answers for the procedure. Changes to dedicated accounts stay with people because traceability rules make them a compliance matter, not an administrative one.
Approval rights should follow that structure. An approver authority matrix for the procurement team maps each held action to the role that may release it. That is how procurement officers are the real control in an AI agent deployment.
What must officers learn?
Responsible officials, committee members and buyers should all learn the vocabulary in AI agent skills by role, in the order suggested in what procurement officers should learn before working with AI agents. Italian procurement rules then call for three specific skills.
Explaining the agent comes first: Italian rules expect automated tools to be knowable, so an official must be able to say which document and which clause produced each finding, which is the habit taught in how procurement officers review an AI agent's decisions. Fixing errors at source comes second, so a misread notice clause is corrected in the agent's sources, as how to teach procurement officers to bank corrections explains. Third, officials should expect framework orders to queue for them when the agent's 90-day certificate lapses.
Which rules in Italy shape oversight and AI literacy?
An Italian contracting authority that deploys an agent becomes a deployer under the EU AI Act, with Article 4's literacy duty for the officials who use it and Article 26's requirement that oversight sit with people who have competence, training and authority. Article 14's description of oversight, being able to interpret the output and to disregard or override it, mirrors the Italian principle that the decision cannot rest on the tool. The Act treats some public uses as high-risk and requires certain deployers to carry out a fundamental rights impact assessment under Article 27, so the authority should record whether its use is caught.
Italian procurement rules add their own principles for automated tools: people must be able to know and understand how the tool works, the decision must not rest on the tool alone, and it must not discriminate. GDPR governs personal data in procedures, with the Garante as the Italian authority; a data protection impact assessment under Article 35 and a record of processing under Article 30 are starting points. Public administration bodies can fall within NIS2. Banca d'Italia matters only for bodies with financial functions.
This is an explanation of the rules, not legal advice; confirm how they apply to you with counsel.
How should the first 90 days run?
- Days 1 to 30. Responsible officials and committee members learn the vocabulary. The agent checks qualification files and payment traceability on procedures already closed, and each official compares its findings with what was decided and paid.
- Days 31 to 60. The agent drafts clarification replies and qualification minutes for officials to sign. The body's anti-corruption lead reviews the correction log monthly, looking for patterns that could favour one bidder.
- Days 61 to 90. Orders under framework agreements become depth 3. Responsible officials confirm in the record that every qualification decision and every change of dedicated account carries their name.
Where the Academy fits
Pryme Intelligence Academy's Foundations track is free and gives every official the shared vocabulary in about four hours, with module tests set in the public sector and their role. Responsible officials who release held actions take the Operator track. Certificates are issued through VerifyDoc.ai, can be checked by number or QR code, and show as lapsed if not renewed.
Questions people ask
Can the agent exclude a bidder automatically?
No. Exclusion is a decision for an official, and Italian rules do not allow it to rest on an automated tool alone.
How should the agent handle a request to change a dedicated account?
Hold it. The contractor's declaration must be verified and recorded by an official before any payment goes to a new account.
Must officials understand how the agent works?
Enough to explain its findings. Training in depth, verdicts and provenance gives them that, without needing to know the model.
