AI agent training for property managers in property management in France

What property managers in France must learn to work with AI agents, what stays with people, EU AI Act, GDPR and CNIL angles and a 90-day training plan.

French property managers already train every year to keep their professional card, so adding AI agents to that training is a natural step. They need depth and verdicts, review of held payments and tenant decisions, the limits on tenant file documents, and how the EU AI Act and GDPR, supervised by the CNIL, apply to agents.

What does a property manager in France spend time on?

French property management splits into two trades that many firms run side by side. Rental management means finding and vetting tenants, drafting leases, collecting rent, applying the annual revision by the official rent reference index, handling repairs and returning deposits. Managing co-owned buildings means preparing budgets, issuing calls for funds, organising general assemblies, executing their decisions on works and chasing co-owners in arrears.

The rules are dense. Landlords may request only certain documents from prospective tenants, and selection must not discriminate. Some cities cap rents. Rules progressively bar renting the least energy-efficient homes, which changes what can be let and when. Deposits must be returned within legal deadlines. And property professionals must hold a professional card and a financial guarantee covering the client funds they hold, with continuing training to keep the card.

Where can agents help, and at what depth?

  1. Depth 1, read. The agent reads each lease and calculates the rent revision from the index in its sources, checking it against any local rent cap, and flags leases where the revision date has passed.
  2. Depth 2, draft. It drafts the rent revision letter, the reply to a tenant's repair request and the notice of a co-owners' general assembly with its agenda. A property manager checks and sends.
  3. Depth 3, execute within bounds. It books routine repairs with contractors on the firm's approved list, within the cost ceiling the landlord or the co-owners have authorised.
  4. Depth 4, held. Returning a deposit with deductions, paying a contractor from client funds and issuing a formal notice to a tenant in arrears are held for a named manager.

Managers should read provenance. The firm's client account ledger is sealed. A contractor's signed quote is signed. A tenant's statement that damage existed at move-in is declared until checked against the inventory. An email from "the landlord" asking to pay rent to a new account is external, and an external claim cannot authorise a payment.

What stays with the property manager, and why?

Tenant selection stays with people, and the agent should be limited so it refuses to request any document outside the permitted list. Decisions about deposit deductions, arrears proceedings, works above authorised limits and anything decided by a general assembly also stay with the manager. These involve client money held under guarantee, tenants' rights and legal deadlines. Our list of what property managers should never let an AI agent do covers the wider set.

The professional card and the financial guarantee are in the manager's name, not the agent's, which is the plainest reason property managers are the real control in an AI agent deployment.

What must property managers learn?

Agency staff should learn the vocabulary in AI agent skills by role before the agent touches a tenant file, since the first refusal they see will probably be on a document request. Three skills then follow from French property practice.

Deposit returns come first: a held return is compared with the move-in and move-out inventories and the lease before any deduction is approved, the method in how property managers review an AI agent's decisions. Index errors come second; if the agent applies a revision from the wrong quarter, the fix goes into its sources, as how to teach property managers to bank corrections explains. And repair bookings go back to people whenever the agent's 90-day certificate lapses, which matters in winter when heating calls peak.

Which rules in France shape oversight and AI literacy?

A French agency using an agent is a deployer under the EU AI Act, and Article 4's literacy duty sits easily beside the continuing training its card holders already do. Article 50 is the most visible duty for property managers: tenants reporting a leak or co-owners asking about a call for funds through a chat channel must be told they are dealing with an AI system. Article 26 places oversight with people who have the competence, training and authority to exercise it.

GDPR governs tenant, landlord and co-owner data, and the CNIL is the French data protection authority. Tenant files hold sensitive financial information, so limiting what the agent reads to what each task needs matters. A data protection impact assessment under Article 35 and a record of processing under Article 30 are starting points, and Article 22 limits decisions based solely on automated processing with significant effects, which supports keeping tenant selection with a person. The ACPR matters only where the firm distributes rent guarantee insurance.

This is an explanation of the rules, not legal advice; confirm how they apply to you with counsel.

How should the first 90 days run?

Days 1 to 30. The agency sets owners in the AI agent training plan template for property managers. Managers and assistants learn the vocabulary and load the permitted tenant document list into the agent's limits. The agent recalculates every lease's revision and checks local rent caps at depth 1.

Days 31 to 60. The agent drafts revision letters, replies to repair requests and general assembly notices for managers to send. Notices are checked against the co-ownership rules for content and deadlines before they go.

Days 61 to 90. Routine repairs under the ceiling each landlord or co-ownership has authorised become depth 3. The agency director reviews payments from client funds monthly, because the financial guarantee depends on them being right.

Where the Academy fits

Pryme Intelligence Academy lessons can be read or listened to as audio, which suits managers who spend much of the day visiting buildings. The free Foundations badge gives the whole agency a shared vocabulary. Managers who approve payments from client funds take the Operator track, with a written exam and a two-week practicum, and their certificate can be checked at source through VerifyDoc.ai.

Questions people ask

Can the agent screen prospective tenants?

It can check that a file contains permitted documents and is complete. Selection stays with a person, and the agent should refuse to request anything outside the permitted list.

Can the agent pay contractors from client funds?

Keep payments from client funds held for a named manager. They are covered by the firm's financial guarantee and must be traceable.

Does agent training count toward our continuing training?
