Australian insurance underwriters should be trained to supervise agents that triage broker submissions, gather hazard data and draft quotes, while binding cover and anything outside appetite stay held for them. Training covers depth, provenance of submission data and the record. APRA's CPS 230, ASIC's oversight of distribution and the Privacy Act 1988 shape the oversight.
What does an insurance underwriter in Australia spend time on?
Natural hazards dominate the underwriting conversation. Flood, bushfire and cyclone exposure vary sharply from one address to the next, and underwriters in home, strata and commercial property spend much of their time on location-level risk, sums insured and the affordability questions that follow. Commercial underwriters work mostly through brokers, who send submissions with schedules, loss histories and survey reports in every format imaginable.
Underwriters assess risk against appetite and authority, price within guidelines, refer what sits outside, negotiate terms with brokers and write up decisions. Product design and distribution rules mean they also need to keep an eye on whether a product is reaching the customers it was designed for.
Where do agents help, and how far may they act?
- Submission intake, depth 1. The agent reads broker submissions, extracts the schedule of locations, sums insured and loss history, and flags missing information. Everything in a submission is external or declared until verified, and the agent labels it that way.
- Hazard enrichment, depth 1 to 2. The agent adds flood, bushfire and cyclone ratings for each location from the insurer's own hazard data, a sealed source, and drafts the accumulation picture.
- Quote drafting within guidelines, depth 2. For risks inside appetite, the agent drafts a quote with rating, deductibles and standard terms for the underwriter to approve.
- Renewal preparation, depth 2. The agent compares the renewal with the expiring policy, flags changes in exposure or claims, and drafts the renewal terms.
- Binding, depth 4. Binding cover commits the insurer and is hard to undo. It is held for an underwriter with the authority to bind.
What must underwriters learn, and what stays with them?
Underwriters need to review what the agent did, not just what it proposed. How underwriters review an agent's decisions sets out the routine. In practice, the first check is whether the locations, values and losses the agent extracted match the broker's documents, and which of them rest on declared figures. The second is which bound shaped the draft: the insurer's own appetite limits, the agent's certificate, or a source that was missing.
They also need to understand that the agent's authority is earned on the insurer's own cases. If the agent was certified on home submissions, it is not certified for strata until it has been replayed against strata cases. Certificates lapse after 90 days, and a run that clears no depth drops the agent to depth 1 the same day.
Underwriters keep:
- binding and any deviation from guidelines;
- risks in high hazard zones beyond the agent's bounds;
- negotiations with brokers on terms and price;
- product governance judgements about whether a customer is in the target market.
The argument that these decisions make underwriters the real safeguard is in why underwriters are the real control, and will AI agents replace underwriters answers the obvious question.
Which Australian rules shape oversight and competence?
APRA supervises general, life and private health insurers. Prudential Standard CPS 230 on operational risk management requires insurers to manage operational risk, maintain critical operations within tolerance through disruption, and manage material service providers. An agent platform that supports underwriting is likely to be a material service provider, and its failure modes belong in that framework.
ASIC regulates conduct, including the design and distribution obligations that require insurers to identify a target market for each product and take reasonable steps to keep distribution consistent with it. Agents that quote or renew retail products are part of distribution. ASIC also expects licensees to keep staff competent for the services they provide.
The Privacy Act 1988, administered by the OAIC, governs personal information in applications and claims. Health information in life and health underwriting is sensitive and needs consent and careful handling. The government's voluntary AI safety standard offers a structure for AI controls, alongside ISO/IEC 42001. Pryme Intelligence Academy's free Foundations track gives underwriting teams a common baseline in these controls before agents go live.

A 90-day plan
Weeks 1 to 4. Foundations for underwriters, underwriting assistants and portfolio managers. Inventory agent capabilities by line, with depth and lapse dates. Replay a quarter of broker submissions at depth 1 and compare the agent's extraction with what underwriters keyed.
Weeks 5 to 8. The agent drafts quotes at depth 2 for risks inside appetite. Underwriters approve or correct with reasons. Write the insurer's own limits on hazard ratings and sums insured. Underwriters who approve held actions sit the operator exam.
Weeks 9 to 12. Two-week practicum on live submissions, then calibration on twenty quotes in high-hazard areas. Binding stays with authorised underwriters. A training plan template for underwriters offers a format, and the full role map is in AI agent skills by role.
Questions people ask
Can the agent decline a risk?
It can recommend a decline when a risk falls outside appetite, with the reason. The decision and the conversation with the broker stay with the underwriter.
How should broker data be trusted?
As declared or external until verified. The agent labels its provenance so the underwriter sees which figures rest on the broker's word.
Should hazard data override the broker's description?
The insurer's own hazard data is the stronger source. Where they conflict, the agent flags it and the underwriter decides.
