AI agents for compliance teams in consumer lending in Singapore

What AI agents can do for consumer lending compliance in Singapore, what stays with people, and how MAS rules, the FEAT principles and the PDPA apply.

MAS sets precise lending limits, which makes Singapore a natural fit for compliance agents that recalculate unsecured credit against verified income, check debt servicing on property loans, screen marketing against Do Not Call rules and review sales calls. Compliance keeps every finding and remediation. MAS rules, FEAT, the TRM Guidelines and the PDPA apply.

What does consumer lending compliance involve in Singapore?

Limits are precise in Singapore. MAS caps the unsecured credit a bank or card issuer may extend to an individual relative to their income, and applies debt servicing limits to property loans. Compliance tests that income was verified, that all of a borrower's unsecured facilities across the bank were counted, and that the calculation used the right inputs.

Fair dealing shapes sales. MAS expects lenders to treat customers fairly, give clear information and sell products suited to them. For personal loans, balance transfers and credit cards, compliance reviews sales calls, scripts and digital journeys for pressure, misleading comparisons and hidden fees.

Marketing contact has rules too. Calls and messages to Singapore numbers must respect the Do Not Call registry unless an exemption applies, and the PDPA governs use of personal data in marketing. Licensed moneylenders sit under a separate regime outside MAS with its own caps on interest and fees, so groups with both kinds of lending must keep the rules apart. Complaints, collections and scam-related disputes complete the picture.

Where can AI agents help?

  • Unsecured limit testing (depth 1). The agent recalculates each borrower's total unsecured credit across all products against verified income, and flags facilities granted above the limit or on unverified income.
  • Debt servicing checks (depth 1). For property loans, the agent recomputes the debt servicing ratio from the documented obligations and income, and lists files where the figure used differs.
  • Sales call review (depth 1). The agent reviews recorded sales calls and chats for fair dealing issues: pressure, inaccurate rate comparisons, missing fee disclosures, unsuitable add-ons.
  • Marketing consent checks (depth 1). The agent compares campaign lists with the Do Not Call registry results and consent records and flags contacts made without a valid basis.
  • Complaint drafting (depth 2). The agent drafts complaint responses with the loan history attached, for a complaints officer to approve.

Unsecured limit testing is the strongest first use. The rule is clear, a breach is hard to unwind once credit is drawn, and the inputs sit in systems the lender controls. As our piece on irreversibility in lending notes, compliance tests catch the pattern; they cannot recall money already lent.

What stays with people?

Decisions to reduce a borrower's limit, close a facility, or offer remediation stay with named staff. They affect borrowers directly and must be explained to them.

Fair dealing findings about individual sales staff, which may lead to retraining or disciplinary action, stay human. So do reports to MAS. The agent's role is to give compliance full coverage of calls and files, not to judge people.

Collections conduct for borrowers in difficulty needs judgement. An agent can flag that a borrower mentioned a job loss; a person decides how to respond. That is our view of AI compliance agents: second line, never the last word.

Which rules apply in Singapore?

MAS regulates banks, finance companies and card issuers, including limits on unsecured credit, debt servicing limits for property loans, fair dealing expectations, and conduct in sales and collections. Licensed moneylenders are regulated under a separate regime outside MAS.

For AI, MAS's FEAT principles guide fairness, ethics, accountability and transparency in the use of AI and data analytics, which matters for both credit models and compliance agents. The Technology Risk Management Guidelines cover governance and third-party risk for the agent and its supplier. IMDA's Model AI Governance Framework provides practical guidance.

The Personal Data Protection Act 2012, administered by the PDPC, governs borrowers' personal data and includes the Do Not Call provisions for marketing. Our piece on Consumer Duty and AI agent communications with customers is UK-focused, but its tests for clear communication translate well to MAS's fair dealing expectations.

This is an explanation of the rules, not legal advice; confirm how they apply to you with counsel.

How do you start in the first 90 days?

Weeks one to four: run unsecured limit testing at depth 1 across all active borrowers. Investigate every flag and fix the root cause in the origination system, not just the individual case.

Weeks five to eight: add debt servicing checks on a sample of property loans and marketing consent checks on the last quarter's campaigns.

Weeks nine to twelve: pilot sales call review at depth 1 with one product team, agree with staff representatives how findings will be used, and then consider complaint drafting at depth 2.

Where Pryme fits

Pryme certifies each test as its own capability on the lender's own files, so limit testing can be trusted before sales call review is proven. Income figures reach the agent stamped with their provenance, so verified income from a source the lender trusts is distinguishable from a declared figure. Every verdict is filed.

Questions people ask

Can an AI agent decide a borrower's credit limit in Singapore?

That is a credit decision for the lender's credit function and policy, not compliance. A compliance agent tests that limits respect MAS rules after the fact.

Does FEAT apply to compliance agents?

FEAT is written for AI and data analytics in financial services broadly, so it is a sensible frame for any agent whose output affects how customers are treated.

How does Singapore compare with Germany for consumer lending compliance?

Germany works under EU consumer credit rules and the EU AI Act's high-risk rules on credit scoring. See our brief on compliance agents in German consumer lending.
