AI agents for compliance teams in insurance in France

How French insurance compliance teams can use AI agents for advice files, unclaimed life policies and AML checks, under the ACPR, CNIL and EU AI Act.

French insurers' compliance teams can use AI agents to check that advice files support the product sold, trace beneficiaries of unclaimed life policies, screen premiums and payouts for money laundering risk, and keep GDPR records. The ACPR expects people to own decisions on advice, payouts, suspicious activity and remediation. Life and health insurance pricing sits in the EU AI Act's high-risk list.

What fills an insurance compliance team's time in France?

A French insurer, mutual or bancassurance subsidiary is supervised by the ACPR, which looks at both prudential soundness and how customers are treated. Compliance work clusters around four themes.

Advice and distribution. Insurers and their distributors must understand the customer's needs and recommend products consistent with them, documenting the reasoning. For savings-type life insurance this includes the customer's knowledge, objectives and risk tolerance. The ACPR checks that advice files support what was sold.

Unclaimed life policies. Life insurers must actively search for policyholders who have died and pay beneficiaries. This means matching the portfolio against death records, tracing beneficiaries, and documenting each search. It has drawn heavy supervisory attention in France.

Anti-money laundering. Life insurance and capitalisation products can move large sums, so insurers carry customer due diligence, monitoring of premiums and surrenders, and suspicious transaction reporting.

Data protection. Health questionnaires, claims and beneficiary data are personal data, and health data is special category under the GDPR, supervised by the CNIL.

Where do agents help?

Each use is set at a depth: 1 reads, 2 drafts for a person, 3 executes routine work within bounds.

Use What the agent does Depth
Advice file review Reads the needs questionnaire, the recommendation and the product sold, and flags files where the recommendation does not follow from the stated needs 1
Unclaimed policy tracing Matches policyholders against death records, drafts the trace file and the beneficiary search steps for each match 2
AML monitoring support Reads large premiums, early surrenders and changes of beneficiary, and drafts alert summaries with the customer's history 2
GDPR records Drafts updates to the record of processing when products or systems change 2
Claim enquiry sampling Samples answers given to customers about claims and checks them against policy wording 1

Unclaimed policy tracing is the use most particular to France. The volume of the portfolio, the number of record sources and the duty to document each step make it slow by hand, and missed beneficiaries are a direct customer harm.

If the insurer uses front-line agents for claim questions, a compliance agent can sample their answers. How far those front-line agents may go is covered in can an AI agent answer insurance claim enquiries and can an AI agent close an insurance claim.

What stays with people?

Paying a beneficiary. The agent traces and drafts. Confirming the beneficiary's identity and authorising payment stays with a person. A payment to the wrong person cannot be easily recovered; the piece on irreversibility in insurance claims explains why this is the line.

Suspicious transaction reports. Whether to report to the national financial intelligence unit is a judgement for the AML officer, and the report itself must not be disclosed to the customer.

Advice remediation. A flagged advice file is a question. Concluding that advice was unsuitable, and offering remediation, is a decision for compliance and the business.

Responses to the ACPR and the CNIL. Statements to supervisors are drafted at most by the agent.

Which rules apply in France?

ACPR. Supervises insurers for prudential and conduct matters. It expects firms to govern any system used in advice, claims or AML, and to be able to explain outcomes to customers.

EU AI Act (Regulation (EU) 2024/1689). In force since 1 August 2024, with obligations phasing in. Annex III lists risk assessment and pricing in relation to natural persons for life and health insurance as high-risk. A compliance agent that reads and drafts is not doing that, but pricing and underwriting agents in the same insurer may be. Deployers must meet Article 26 obligations for high-risk systems, and some must carry out a fundamental rights impact assessment under Article 27. Article 4 AI literacy and Article 50 transparency apply more widely. See the EU AI Act and AI agents in insurance claims.

GDPR and the CNIL. Article 5 principles, Article 30 records of processing and Article 35 impact assessments apply. Article 22 restricts decisions based solely on automated processing with significant effects, which covers many insurance decisions.

EIOPA sets supervisory convergence for insurers across the EU, including on governance of AI use.

DORA (Regulation (EU) 2022/2554) has applied since 17 January 2025 and covers insurers: ICT risk management, incident reporting, resilience testing and third-party risk, which includes the provider running the agent.

AML. FATF standards shape EU and French AML law. The EU AML Authority is being established in Frankfurt.

How to start in the first 90 days

Month one. Register the agent's provider under your DORA third-party framework and record the processing. Choose unclaimed policy tracing for one portfolio as the first use.

Month two. Replay the agent against matches your team traced over the past two years. Check that it found the same deceased policyholders and proposed the same search steps.

Month three. Run live, with every trace file reviewed and every payment authorised by a person. Begin advice file review on a sample of savings contracts. French payment firms share the ACPR but face different risks; see compliance agents in French payments.

Where Pryme fits

In Pryme, a tracing agent cannot reach payment systems at all: paying a beneficiary sits outside its role scope, so any attempt is refused, and the verdict names the bound that decided. Attest certifies each agent against your own closed files. Every verdict is filed for the ACPR to inspect. The AI compliance agents guide sets out the second-line model.

Questions people ask

Is an insurance compliance agent high-risk under the EU AI Act?

Not usually, if it reads and drafts for compliance staff. Agents that assess risk or set prices for individuals in life or health insurance fall in a high-risk category.

Can an AI agent contact beneficiaries of unclaimed policies?

It can draft the letters. A person should check identity evidence and send, because contact about a death is sensitive and an error causes real distress.

Does DORA apply to an insurer's compliance agent?

DORA covers insurers' ICT risk, including third-party providers. An agent and its provider sit within that framework.
