UK insurers' compliance teams can use AI agents to test renewal prices against equivalent new business prices, assemble fair value evidence, check claims outcomes for customers with characteristics of vulnerability and run the monitoring plan. The FCA's Consumer Duty and the Senior Managers regime keep conclusions, remediation and regulator contact with named people.
What do UK insurance compliance teams spend their time on?
UK insurers are dual-regulated: the PRA for prudential soundness and the FCA for conduct. Compliance teams spend most of their effort on conduct, where the FCA's expectations are detailed and outcome-focused.
Pricing fairness. General insurers must not charge renewing customers more than they would charge an equivalent new customer through the same channel. Firms need to prove this across millions of renewals, which means comparing renewal prices with a reconstructed new business price for each.
Fair value. Under product governance rules and Consumer Duty, every product must offer fair value. That requires evidence: claims ratios, cancellation rates, complaint themes, commission levels and how customers use the cover.
Claims outcomes. Consumer Duty asks whether customers can use their cover without unreasonable barriers. Compliance tests claims journeys, decline reasons and settlement times, especially for customers with characteristics of vulnerability.
Complaints. Customers can take unresolved complaints to the ombudsman service, and complaint root causes must feed back into product and process changes.
Accountability. Every area of the business maps to a senior manager under SM&CR, including those using AI.
Where do agents help?
Each use is set at a depth: 1 reads, 2 drafts for a person, 3 executes routine work within bounds.
| Use | What the agent does | Depth |
|---|---|---|
| Renewal pricing tests | For a sample of renewals, compares the renewal price with the equivalent new business price and lists breaches with the rating factors involved | 1 |
| Fair value evidence | Gathers claims, cancellation, complaint and commission data by product and drafts the value assessment for the product governance committee | 2 |
| Vulnerability outcome testing | Compares claims outcomes for customers flagged with characteristics of vulnerability against other customers, and lists cases needing review | 1 |
| Monitoring plan tests | Pulls samples and drafts test results for scheduled conduct tests | 2 |
| Complaint root causes | Tags closed complaints by cause in the internal register | 3 |
The renewal pricing test is the most UK-specific use. It applies a precise rule to very large volumes, which suits an agent well, and the consequences of a breach are clear. For the broader idea of continuous testing, see what is compliance monitoring.
What stays with people?
Concluding there has been a pricing breach. A gap between renewal and new business price may have a legitimate explanation. Deciding that customers were overcharged, and remediating them, belongs to compliance and pricing leaders.
Fair value judgements. Whether a product offers fair value is a judgement about the whole package. The agent drafts evidence; the product governance committee concludes and records why.
Claims decisions. A compliance agent tests claims outcomes. It never changes them.
Treatment of vulnerable customers. Deciding whether a customer was treated unfairly, and how to put it right, needs a person who has read the file.
Notifications to the FCA. Whether something is reportable, and what is said, stays with the responsible senior manager.
The reason is accountability. Under SM&CR, a named senior manager answers for each of these outcomes, and they need to have made or overseen the decisions themselves.
Which UK rules apply?
The UK has no single AI law. Its principles-based, regulator-led approach applies existing rules to AI. The broader picture is in how AI agents are regulated in the United Kingdom.
FCA. Conduct regulator for insurers and intermediaries. Consumer Duty requires good outcomes for retail customers across products and services, price and value, consumer understanding and consumer support. Pricing and product governance rules sit alongside it. An agent supporting these processes is part of the firm's arrangements, and its drafts must meet the same standards as people's.
PRA. Prudential regulator for insurers. It expects sound governance and operational resilience, which includes systems an agent relies on. PRA SS1/23 on model risk applies to banks rather than insurers, but many insurers use its principles as a benchmark.
SM&CR. Each agent should map to the senior manager accountable for the activity it supports.
ICO, UK GDPR and the Data Protection Act 2018. Claims and underwriting data includes health information, which is special-category data. Restrictions on decisions based solely on automated processing with significant effects are particularly relevant to claims and pricing. A data protection impact assessment is likely needed.
Cross-border. Insurers with EU entities will meet the EU AI Act there, where life and health insurance pricing is listed as high-risk.

How to start in the first 90 days
Month one. Map the agent to its senior manager and complete the impact assessment. Start with renewal pricing tests on one product.
Month two. Replay the agent against renewals your pricing team already tested. Every breach they found should appear in the agent's list; investigate every one it adds or misses.
Month three. Run monthly, with the pricing compliance lead reviewing every flagged renewal. Begin fair value evidence assembly for the next product governance cycle. UK payment firms work under the same regulators but different rules; see compliance agents in UK payments.
Where Pryme fits
In Pryme, the pricing test agent reads rating data and drafts results at depth 1; it has no connection that could change a price or a claim. Attest replays it against your own past tests before it is relied on, and the certificate lapses after 90 days unless renewed. Every verdict is filed, giving the senior manager a record to stand behind. The guide to AI compliance agents covers the principle.
Questions people ask
Can an AI agent carry out the fair value assessment?
It can assemble the evidence and draft the assessment. The conclusion that a product offers fair value must be reached and recorded by the product governance committee.
How should a compliance agent treat vulnerability flags?
As sensitive data used only to test outcomes. It should report differences for review, not label customers or change how they are served.
Does Consumer Duty apply to an insurer's internal compliance agent?
Consumer Duty is about customer outcomes. An internal agent that reads and reports does not deal with customers, but its testing is part of how the firm shows the Duty is met.
