Compliance·Sector brief

AI agents for compliance teams in the public sector in the United Arab Emirates

How UAE government compliance teams can use AI agents for supplier due diligence, data classification and procurement checks, with officials deciding.

UAE federal and emirate government entities can use AI agents to run due diligence on suppliers and partners, check that data is classified and shared under government data rules, test procurement files and keep policies consistent in Arabic and English. Officials keep decisions on awards, sharing and sanctions. Government entities follow their own data rules rather than the general federal data protection law.

What do public sector compliance teams in the UAE spend their time on?

UAE government entities operate at federal level and within each emirate, alongside government-owned companies that run utilities, transport, ports and investment. Compliance work reflects a fast-moving, digital-first administration with significant procurement and partnership activity.

Supplier and partner due diligence. Government entities contract with large numbers of local and international suppliers and enter partnerships with private firms. Each counterparty should be checked for sanctions exposure, beneficial ownership, conflicts of interest and integrity concerns before contracts are signed, and periodically after.

Government data rules. Government entities handle personal and non-personal data under federal and emirate-level government data rules, which set classification levels, sharing conditions and security requirements. The federal Personal Data Protection Law excludes government entities and government data from its scope, so these separate rules carry the weight.

Procurement. Federal and emirate procurement rules require competition, documented evaluation and approvals by value.

Bilingual policy. Policies and public documents are often issued in Arabic and English, and the versions must say the same thing.

AI adoption. Entities are adopting AI under national strategy and guidance, and must govern each use.

Where do AI agents help?

Depth caps what an agent may do: 1 reads, 2 drafts for a person, 3 executes routine work within bounds.

Use What the agent does Depth
Supplier due diligence Gathers registry data, ownership information and screening results for each supplier or partner, and drafts the due diligence report with open questions 2
Data classification checks Reads data sharing requests and dataset descriptions, checks the proposed classification and sharing conditions against government data rules, and flags gaps 1
Procurement file tests Checks that evaluation records, approvals by value and declarations of interest are present 1
Bilingual policy consistency Compares Arabic and English versions and flags substantive differences 1
Screening refresh reminders Tracks when each supplier's due diligence is due for refresh and notifies the owner 3

Supplier due diligence is the use that carries the most weight. Government entities face the same counterparty risks as banks, without always having bank-scale compliance teams. How far an agent can go in due diligence is covered in can an AI agent perform customer due diligence. The same principle applies to suppliers: the agent gathers and drafts, a person concludes.

Operations teams in the same entities are also adopting agents for service delivery. Compliance should coordinate with them, so that the compliance agent tests what the operational agents do; see AI agents for operations leaders in the UAE public sector.

What stays with officials?

Approving suppliers and partners. Whether to contract with a counterparty, especially one with a screening match or unclear ownership, is a judgement with legal and reputational consequences.

Data sharing approvals. Sharing government data with another entity or a private partner is approved by the data owner under the applicable rules.

Procurement awards. Awards are made by the competent committee or official.

Integrity findings. Concluding that a conflict of interest or misconduct occurred, and referring it, is for the appropriate authority.

Authoritative text. Deciding which language version prevails, and correcting the other, is for the legal department.

Which rules apply in the UAE?

The UAE has no single AI law; national strategy and guidance shape AI adoption, and binding obligations come from government, data and procurement rules. The broader picture is in how AI agents are regulated in the United Arab Emirates.

Government data rules at federal and emirate level govern classification, sharing, security and use of government data, including personal data held by government entities.

Federal Personal Data Protection Law (Federal Decree-Law No. 45 of 2021). Applies to private-sector controllers, including suppliers processing data for government entities, but not to government entities themselves. Vendor contracts should reflect the supplier's own obligations.

DIFC Data Protection Law. Applies to entities in the DIFC, relevant where a partner or supplier sits there.

Central Bank of the UAE, DFSA and FSRA regulate financial firms. Government-owned financial entities meet their rules directly; other government entities do not.

Procurement and integrity rules at federal and emirate level govern awards, conflicts of interest and supplier conduct. FATF standards shape the UAE's sanctions and AML framework that supplier screening draws on.

How to start in the first 90 days

First month. Classify the data the agent will read under your government data rules and confirm where it may be processed. Start with supplier due diligence for new suppliers above a value threshold.

Second month. Replay the agent against suppliers your team already assessed, including any that were rejected. Check it surfaces the same concerns and record anything it missed.

Third month. Run live, with the procurement compliance lead concluding every report. Add procurement file tests and bilingual policy checks. The guide to AI compliance agents explains why the agent drafts and the official decides.

Questions people ask

Does the UAE federal data protection law apply to government entities?

Government entities and government data are excluded from the federal law's scope and follow government data rules instead. Suppliers processing data for them remain subject to the law in their own right.

Can an AI agent approve suppliers that pass screening?

It should not. Passing screening is one input. Approval depends on the whole due diligence picture and is made by an official.

How should the agent handle Arabic and English policy differences?

It should flag every substantive difference with both passages side by side. The legal department decides which is correct.
