French e-commerce operations can give AI agents withdrawal-right refunds, relay-point delivery exceptions, marketplace seller queries and customer replies in French. Refund refusals, fraud blocks, seller sanctions and data protection requests stay with people. GDPR and the CNIL, EU consumer rules on distance selling, the EU AI Act's transparency duties and PSD2 strong customer authentication apply.
What do e-commerce operations leaders in France spend their time on?
Withdrawals and refunds. EU distance-selling rules give consumers a period to withdraw from most online purchases without giving a reason, and the retailer must refund within a set time, including the original standard delivery cost. Operations tracks returns in transit, decides when the goods are back or proof of return has arrived, and makes sure refunds go out on time.
Relay points. A large share of French parcels are delivered to relay points and lockers rather than to the door. Parcels that are not collected return to the sender, customers dispute whether they were notified, and relay points close or move. The exceptions queue looks different from a home-delivery market.
Marketplaces. Many French retailers run their own marketplace or sell through others. Operations onboards sellers, checks their listings and their compliance with French consumer and labelling rules, handles disputes between buyers and sellers and manages seller payouts.
Where can AI agents help?
- Withdrawal refunds (depth 3). The agent confirms the withdrawal was made in time, checks that the goods or proof of return have arrived, calculates the refund including the original delivery cost, and issues it within a value limit. Late or partial returns are held.
- Relay-point exceptions (depth 3). The agent reads carrier events, identifies parcels approaching return-to-sender, reminds the customer in French from an approved template, and arranges redelivery within policy.
- Seller onboarding checks (depth 2). The agent checks a new seller's company registration, contact details and listings against the marketplace's rules and drafts a pass or a list of issues. A marketplace manager decides.
- Buyer and seller dispute packs (depth 2). The agent assembles the order, messages, tracking and photos into a chronology and drafts a recommended outcome for a person.
- Team updates (depth 3). The agent posts the morning summary of queue sizes, late refunds and carrier incidents to the operations channel, as described in letting an AI agent post updates in team channels.
Refund timing shows why bounded execution helps. A late refund breaches the rules for every customer it affects. An agent that executes the routine refunds on time, and holds only the ones that need judgement, lowers that risk more than an agent that drafts everything for a busy team.
What stays with people, and why?
Refusing a refund stays with a person. If the goods came back damaged through use beyond what was needed to inspect them, the retailer may reduce the refund, but that is a judgement a customer can contest.
Fraud blocks and seller sanctions stay human. Suspending a seller affects their livelihood and may need to follow the marketplace's published terms and EU platform rules. A person decides and gives the reasons.
Data protection requests stay human. Access, erasure and objection requests have legal deadlines and require a person to check identity and scope.
Which rules apply in France?
GDPR applies to customer data, supervised in France by the CNIL. It requires a lawful basis under Article 6, compliance with the principles in Article 5, records of processing under Article 30 and, for high-risk processing such as large-scale profiling, a data protection impact assessment under Article 35. Article 22 protects customers from decisions based solely on automated processing with legal or similarly significant effects; an automatic refusal of a refund or a fraud ban may qualify.
EU consumer law, implemented in the French consumer code, sets the withdrawal right, refund timing and pre-contract information for distance sales. French-language requirements apply to consumer information.
The EU AI Act (Regulation (EU) 2024/1689) entered into force on 1 August 2024. Most e-commerce operations agents are not high-risk, but Article 50 requires that customers are told when they interact with an AI system, so a customer service agent must disclose that it is an AI. Article 4 asks deployers to ensure AI literacy among staff who use these systems. Card payments are subject to PSD2 strong customer authentication, and the ACPR supervises payment providers rather than retailers. Card data handling must meet PCI DSS v4.0.

How do you start in the first 90 days?
Month one: start with relay-point exceptions. The data is clean, the actions are reversible, and the reminder templates are short. Write and approve the French templates first.
Month two: shadow withdrawal refunds. The agent calculates each refund and the existing process pays it, and you compare amounts and timing on every case. Most errors will be in delivery cost handling for multi-item orders.
Month three: certify withdrawal refunds at depth 3 under a value limit and start shadowing seller onboarding checks. Record the AI disclosure wording in the customer channel. The staged method is in deploying AI agents: train, shadow, certify, widen. Questions people ask
Does an automatic refund refusal fall under GDPR Article 22?
It may, if it is made solely by automated means and has a significant effect on the customer. Keeping refusals with a person avoids the question and is fairer to the customer.
Must the agent tell customers it is an AI?
Yes. Article 50 of the EU AI Act requires that people are told when they are interacting with an AI system, unless it is obvious. Say so at the start of the conversation.
Can the agent approve new marketplace sellers?
It can draft the decision. Approval should stay with a person until the agent is certified on your own seller files, and sanctions should always stay human.
