AI agents for operations leaders in insurance in France

What AI agents can do for insurance operations in France on switching, borrower insurance and disaster claims, what stays human, and the ACPR rules.

Switching is the distinctive operations load for French insurers, and AI agents can take much of it: terminations, borrower insurance substitutions, natural disaster claim files and policy questions in French. Underwriting, premium setting, claim declines and medical information stay with people. The ACPR, GDPR, DORA and the EU AI Act, which lists life and health pricing as high-risk, apply.

What do insurance operations leaders in France spend their time on?

Switching. French consumers can leave many insurance contracts more easily than in most markets: home, motor and complementary health policies can be terminated after the first year at any time, often with the new insurer handling the formalities. Borrower insurance attached to a mortgage can be substituted at any time, provided the new cover offers equivalent guarantees. Operations processes a constant flow of terminations, substitution requests and equivalence checks, each with legal deadlines.

Natural disasters. Floods, droughts that crack houses and storms trigger claims under the natural catastrophe regime, which pays only once the event has been officially recognised for the area. Operations tracks those declarations, links them to pending claims, and handles large surges after major events.

Distribution partners. Insurance is sold through agents, brokers, banks and mutual organisations. Each channel has its own data flows, commissions and service expectations, and operations keeps them reconciled.

Where can AI agents help?

  • Termination and switch processing (depth 3). The agent checks the request against the contract and the legal conditions, calculates any premium refund and processes standard terminations within the deadline. Disputed or unusual requests are held.
  • Borrower insurance equivalence checks (depth 2). The agent compares the proposed substitute cover with the lender's required guarantees, item by item, and drafts the equivalence assessment and the reply. A person signs it off, because refusal must be reasoned.
  • Natural disaster claim files (depth 2). The agent links claims to official declarations for the area, assembles expert reports and photos, and drafts the file for an adjuster.
  • Policy questions (depth 2 and 3). The agent answers questions about cover, excesses and procedures from the policy wording in French. Our playbook on answering insurance policy questions with an AI agent covers the approach.

Borrower insurance shows why some drafts must stay drafts. An equivalence refusal stops a customer saving money and must give reasons. An agent can do the comparison carefully; a person owns the answer.

What stays with people, and why?

Underwriting stays with underwriters. Our answer to whether an AI agent can underwrite an insurance policy explains where an agent can help without deciding.

Premium setting stays with actuaries and pricing teams. Risk assessment and pricing for life and health insurance is high-risk under the EU AI Act; see whether an AI agent can set insurance premiums.

Claim declines, medical information in borrower and health insurance, and complaints stay with people. Medical questionnaires are handled under strict confidentiality, often by a medical adviser, and should not be read by an operations agent at all.

Which rules apply in France?

The ACPR supervises insurers and intermediaries for prudential soundness and customer protection, including claims handling, complaint handling and the fair treatment of customers. EIOPA issues EU-wide guidance. The French insurance code sets the termination, switching and borrower insurance substitution rules, including deadlines.

GDPR, supervised by the CNIL, governs policyholder data, with health data treated as special-category data. Article 22 restricts decisions based solely on automated processing with significant effects, and Article 35 requires impact assessments for high-risk processing. DORA (Regulation (EU) 2022/2554) applies from 17 January 2025 to insurers' ICT risk, incident reporting and third-party risk, including the agent's supplier.

The EU AI Act (Regulation (EU) 2024/1689) entered into force on 1 August 2024. Annex III lists risk assessment and pricing for life and health insurance as high-risk, bringing risk management, data governance, logging, transparency and human oversight duties under Articles 9 to 15 and deployer duties under Article 26, with fundamental rights impact assessments under Article 27 for certain deployers. Customer-facing agents must disclose they are AI under Article 50.

This is an explanation of the rules, not legal advice; confirm how they apply to you with counsel.

How do you start in the first 90 days?

Weeks 1 to 4: start with termination and switch processing in shadow. The rules and deadlines are clear, volumes are high, and errors are measurable.

Weeks 5 to 8: certify standard terminations at depth 3. Begin borrower insurance equivalence checks in shadow, comparing the agent's assessment with the team's.

Weeks 9 to 13: shadow policy questions on home and motor products. Make operations the owner of these agents, not IT; our piece on why operations, not IT, should own agents in production explains the reasoning. Follow deploying AI agents: train, shadow, certify, widen. For premium and claim payments, see our brief on operations agents in French payments.

Where Pryme fits

In Pryme, the lender's list of required guarantees arrives as signed evidence and the competing insurer's policy summary sent by the customer is declared until confirmed. The equivalence agent shows, guarantee by guarantee, which source it compared. Its role scope ends at the draft, so a refusal is always held for a named person, and the verdict is filed.

Questions people ask

Can the agent refuse a borrower insurance substitution?

It drafts the assessment. A person decides and signs any refusal, which must give reasons.

Can the agent read medical questionnaires?

It should not. Medical information in borrower and health insurance needs strict confidentiality and a medical adviser's handling.

Is a termination processing agent high-risk under the EU AI Act?

No, administrative processing is not in Annex III. Pricing and risk assessment for life and health insurance are.
