Singapore insurance operations leaders can use AI agents to process integrated shield plan claims alongside the national scheme, collect and summarise underwriting evidence, service policy changes requested through advisers and prepare hospital letters of guarantee. Underwriting decisions, claim declines and adviser conduct matters stay with people. MAS rules, FEAT, the Technology Risk Management Guidelines and the PDPA 2012 apply.
What do insurance operations leaders in Singapore spend their time on?
Health claims layered on a national scheme. Most residents have national basic health insurance, and many add an integrated shield plan from a private insurer, often with riders that cover co-payments. A single hospital bill is split between the national scheme, the private plan, the rider and the patient's medical savings account, and the insurer's claims team must apply each layer correctly. Hospitals request letters of guarantee before admission, and they expect quick answers.
Life insurance and advisers. Life and health policies are sold largely through tied agents and financial adviser firms. New business arrives with medical questionnaires, reports and adviser notes, and underwriters need the evidence assembled before they decide. Servicing requests, such as beneficiary nominations, fund switches and premium changes, often come through the adviser.
Regional operations. Many insurers run regional hubs from Singapore, so operations may support other markets with different rules and products.
Where can AI agents help?
- Shield plan claims (depth 2 and 3). The agent applies the national scheme's payment, the plan's terms and the rider to each bill, calculates the insurer's share, and pays clean claims within limits. Claims with exclusions, pre-existing conditions or unusual items are drafted for an assessor.
- Letters of guarantee (depth 2). The agent checks the patient's plan, the proposed treatment and the hospital's estimate, and drafts the letter of guarantee and any limits for a claims officer to issue.
- Underwriting evidence (depth 2). The agent collects and summarises medical reports, questionnaires and adviser notes, and flags inconsistencies for the underwriter. See whether an AI agent can underwrite an insurance policy.
- Adviser servicing requests (depth 2 and 3). Routine changes, such as address and payment method updates, are processed at depth 3. Beneficiary nominations and fund switches are checked and drafted for a person.
Shield plan claims show how the right sources make an agent reliable. The national scheme's payment is known, the plan wording is fixed, and the bill is itemised. An agent that works only from those can calculate the insurer's share accurately; the judgement left is on exclusions and pre-existing conditions.
What stays with people, and why?
Underwriting decisions stay with underwriters. They weigh medical evidence and set terms, and MAS expects firms to treat customers fairly in doing so.
Claim declines stay with assessors. Our answer to whether an AI agent can decline an insurance claim explains why declines are kept with people.
Adviser conduct matters, such as suspected mis-selling or unsuitable advice, stay with compliance. Complaints and engagement with MAS stay with named staff.
Which rules apply in Singapore?
The Monetary Authority of Singapore regulates insurers, insurance intermediaries and financial advisers, with rules on market conduct, fair dealing, claims handling and complaints. MAS's FEAT principles (fairness, ethics, accountability, transparency) guide the use of AI and data analytics in decisions such as underwriting and claims: decisions should be justifiable, data use fair and accountability clear. MAS's Technology Risk Management Guidelines cover technology governance, resilience and third-party risk, including the agent's supplier.
The Personal Data Protection Act 2012, administered by the PDPC, governs personal data, including medical information in underwriting and claims, with consent, purpose limitation, protection and transfer requirements. IMDA's Model AI Governance Framework offers voluntary guidance. Our overview of how AI agents are regulated in Singapore covers the wider picture.
Singapore operations of US groups may also need to meet their parent's state regulators' expectations; see NAIC and state insurance regulators on AI agents.

How do you start in the first 90 days?
Weeks 1 to 4: start with routine adviser servicing requests. They are frequent, low-risk and quickly measured.
Weeks 5 to 8: shadow shield plan claim calculations for one hospital group. Compare the insurer's share calculated by the agent with the assessors' on every bill.
Weeks 9 to 13: certify the agent at depth 3; it pays clean shield plan claims within limits and drafts letters of guarantee at depth 2. Begin underwriting evidence summaries in shadow. Follow deploying AI agents: train, shadow, certify, widen. For premium collection and claim payments, see our brief on operations agents in Singapore payments.
Where Pryme fits
In Pryme, the national scheme's payment advice is signed evidence, the plan wording is sealed in the policy library, and an adviser's note about a client's health is declared. The claims agent pays only on sealed and signed inputs; a declared note is shown to the assessor but never drives a payment on its own.
Questions people ask
Can the agent issue letters of guarantee to hospitals?
It drafts them. A claims officer issues them until the agent is certified on your own cases and limits.
Can the agent summarise medical reports for underwriters?
Yes, with the original reports always attached. The underwriter decides from the evidence, not the summary alone.
Does FEAT apply to operations agents?
FEAT applies to AI and data analytics used in decisions. Agents that inform underwriting or claims decisions fall within it; purely administrative agents less so.
