Council tax queries, housing repair triage, freedom of information preparation and casework summaries are good first jobs for AI agents in UK central and local government operations. Decisions on entitlements, enforcement and anything adverse to a resident stay with officers. UK GDPR, the Data Protection Act 2018, the ICO and the equality duty apply.
What do public sector operations leaders in the UK spend their time on?
Demand that does not fall. Councils and departments face rising contact volumes with flat or falling budgets. Council tax, benefits, housing and waste queries arrive by phone, web form and email, and most are about status or how something works.
Housing repairs. Councils and housing providers receive repair requests that range from a dripping tap to damp and mould that harms health. Getting the urgency right on first contact is the difference between a routine job and a serious failure.
Freedom of information. Public authorities must answer information requests within a set time. Requests often need searches across several systems and teams.
Casework. Officers handle complaints, members' enquiries and service cases that build up long histories. Much of the time goes on reading the file before acting.
Where can AI agents help UK public sector teams?
- Council tax and billing queries (depth 3). The agent answers questions about bills, instalments, discounts and payment status from the revenue system and approved content, within a fixed scope. Requests for discounts, exemptions or reductions are drafted for an officer.
- Housing repair triage (depth 2). The agent classifies each repair request, applies the urgency rules, and flags anything that could signal damp, mould, gas, electrical or structural danger for immediate human review. It drafts the job ticket; a person confirms urgent ones.
- Freedom of information preparation (depth 1 and 2). The agent identifies which teams and systems hold the information, tracks the deadline, collates material and drafts the covering reply for the FOI officer.
- Casework summaries (depth 1). The agent summarises a case history for the officer before a call or decision, with links to the source records.
- Members' enquiry tracking (depth 3). The agent logs enquiries from elected members, routes them to the right service and chases replies against the deadline.
Repair triage is where the stakes are clearest. The agent's job is to make sure nothing dangerous is classed as routine. That means certifying it on escalation: every hazard case in the replay must reach a person.
What stays with people, and why?
Decisions on benefits, discounts, exemptions, housing allocations and enforcement stay with officers. They affect people's money and homes, and must be reasoned and open to review.
Summonses, liability orders and other recovery steps for unpaid council tax stay with people. They have serious consequences and must follow procedure.
FOI exemptions and release decisions stay with the FOI officer.
Owning the agent in production stays with operations, not IT. Our piece on why operations, not IT, should own agents in production explains the reasoning: the people who answer for the service should answer for the agent that delivers it.
Which rules apply in the UK?
UK GDPR and the Data Protection Act 2018 govern personal data held by public bodies, overseen by the ICO. Public authorities usually rely on a public task or legal obligation under Article 6. Article 22 restricts decisions based solely on automated processing with significant effects, and Article 35 requires a data protection impact assessment for high-risk processing, which most resident-facing agents will be.
Public bodies carry duties beyond those of private firms. The public sector equality duty requires due regard to equality when exercising functions, which covers how an agent treats residents with different needs, languages or disabilities. Freedom of information applies to agent records. Central government expects departments to publish information about algorithmic tools they use in decisions that affect the public.
The UK takes a principles-based, regulator-led approach to AI rather than a single AI law. The FCA and PRA regulate financial firms, not councils, though council pension funds and treasury activities touch regulated firms.
This is an explanation of the rules, not legal advice; confirm how they apply to you with counsel.
How should you start in the first 90 days?
Weeks 1 to 4: complete the impact assessment and an equality analysis. Start council tax queries and members' enquiry tracking in shadow.
Weeks 5 to 8: certify both at depth 3. Begin repair triage in shadow, replaying a year of requests including every case that later became a hazard complaint.
Weeks 9 to 13: move repair triage to depth 2 only when every hazard case in the replay reached a person. Set a monthly review of agent performance; our answer on how to stop an AI agent's performance from drifting explains what to watch. Follow deploying an AI agent: train, shadow, certify, widen. Questions people ask
Can an agent award a council tax discount?
It can check the conditions and draft the award. An officer approves it. Once a narrow, rule-based discount has a strong record, you could consider depth 3 within strict limits.
Do agent drafts count for freedom of information?
Treat them as records. Prompts, drafts and verdicts can fall within a request, so retain them under your records policy.
How do we meet the equality duty with an agent?
Test the agent on cases from residents with different needs and languages, record the results, and make sure every resident can reach a person.
