Agentic operations·Sector brief

AI agents for operations leaders in wealth management in Germany

What AI agents can do for wealth operations in Germany on investment income tax, custody transfers and estates, what stays human, and the BaFin rules.

Tax withheld at source on investment income shapes German wealth management operations, and AI agents can carry much of that work, along with custody transfers, estate files and cost reporting. People decide advice, tax corrections, estate releases and complaints. BaFin, EU investment services rules, GDPR, DORA and the EU AI Act apply.

What do wealth management operations teams in Germany spend their time on?

Tax at source. German banks and custodians withhold a flat tax on investment income and gains at source, together with the solidarity surcharge and, for church members, church tax. Clients can file exemption orders that let income up to an annual allowance pass untaxed, spread across their banks. Operations applies the orders, corrects withholding when information changes, and issues annual tax certificates that clients rely on.

Custody transfers. Clients move securities accounts between banks. The delivering bank must pass on acquisition data so that gains are taxed correctly later. Missing cost data creates tax problems for years.

Estates. On a death, the bank needs proof of who inherits before releasing assets, and must report holdings to the tax authorities. Files can run for months, and heirs are often spread across countries.

Cost and suitability documentation. EU investment services rules require ex-ante and ex-post cost disclosures, suitability statements and records of client communications.

Where can AI agents help German wealth teams?

  • Exemption order and tax status checks (depth 2 and 3). The agent records new or changed exemption orders and church tax information at depth 3 within the bank's rules, and drafts corrections to withholding already applied for a person to approve.
  • Custody transfer tracking (depth 3). The agent tracks incoming and outgoing transfers, checks that acquisition data arrived for each position and chases the other bank for missing data.
  • Estate file preparation (depth 2). The agent lists all holdings and accounts of the deceased, checks the inheritance documents against the requirements and drafts the next request to heirs. A person verifies entitlement and releases assets.
  • Cost report checks (depth 2). Before annual cost reports go out, the agent compares them with the transaction and fee records and flags inconsistencies.
  • Client file filing and incident logging (depth 3). The agent files documents to client records and logs operational incidents. Our playbooks on how to connect an AI agent to your document management system and connect an AI agent to your IT service management platform cover both.

Missing acquisition data is the use most specific to Germany. A transfer that arrives without cost data looks fine on the day and causes wrong tax certificates years later. An agent that checks every position on arrival and chases gaps immediately prevents problems that are hard to fix afterwards.

What stays with people, and why?

Advice and portfolio decisions stay with advisers and portfolio managers.

Corrections to tax already withheld and to tax certificates stay with people. Clients file their tax returns on that basis.

Estate releases stay with people. Paying the wrong heir is hard to reverse.

Complaint outcomes stay with people.

Which rules apply in Germany?

BaFin supervises banks, investment firms and asset managers, including conduct, organisation, IT risk and anti-money-laundering controls; the ECB supervises the largest banks. ESMA issues EU-wide guidance. EU investment services rules require suitability assessments, cost and charges disclosures, product governance and recording of client communications. German tax law sets the withholding, exemption order, church tax and transfer data rules described above.

GDPR, supervised by federal and state data protection authorities, governs client data. Church tax status reveals religious affiliation, which is special-category data, so the agent's access must be narrow and justified. Article 22 restricts decisions based solely on automated processing with significant effects.

DORA (Regulation (EU) 2022/2554), applying from 17 January 2025, covers ICT risk, incident reporting, resilience testing and ICT third-party risk, including an agent's supplier. The EU AI Act (Regulation (EU) 2024/1689), in force since 1 August 2024, requires disclosure to clients who interact with an agent under Article 50 and AI literacy under Article 4. Our explainer on what AI risk management is sets out how to manage agents alongside other risks.

How should you start in the first 90 days?

Weeks 1 to 4: involve the data protection officer early because of church tax data. Start custody transfer tracking in shadow on the last quarter's incoming transfers.

Weeks 5 to 8: certify transfer tracking and chasing at depth 3. Start exemption order recording in shadow, checking each against the client's instructions.

Weeks 9 to 13: certify exemption order recording at depth 3 and begin estate file preparation. Brief staff and the works council on how roles change; our explainer on what change management is helps. Follow deploying an AI agent: train, shadow, certify, widen. For a market with heavy source of wealth scrutiny, see our brief on operations agents in Singapore wealth management.

Where Pryme fits

In Pryme, the bank's own tax records arrive as sealed sources, acquisition data from the delivering bank as signed, and a client's emailed purchase price as declared. A declared price is never written into tax records without a person's approval. Every verdict is filed.

Questions people ask

Can the agent correct withholding tax already applied?

It drafts the correction with its calculation. A person approves, because the change affects the client's tax certificate.

Should the agent see church tax data?

Only where its task requires it, such as recording a client's status. Keep access narrow and logged, because it is special-category data.

Can the agent fill missing acquisition data from the client's records?

It can draft the entry from documents the client provides. A person approves, because those values drive future tax.
