What does payroll work look like in the UAE?
UAE payroll covers some of the most diverse workforces anywhere, with dozens of nationalities in a single company. Many administrators work for payroll outsourcing firms, accounting practices and HR service providers serving mainland and free-zone clients, alongside in-house teams at large groups.
Salaries are not subject to personal income tax, but much else needs care. Wages are paid through a wage protection system that checks they are paid in full and on time. Packages combine basic salary with housing, transport and other allowances. End-of-service gratuity is calculated on basic salary and length of service when someone leaves. UAE nationals have pension contributions. Free zones may have their own employment rules, so two clients in the same city can follow different frameworks.
What will agents take on?

Gratuity is a good test of review. The amount depends on basic salary, not the full package, and on service length and the client's framework. UAE employers hire quickly and want evidence they can check. They will look for salary-file accuracy, settlement knowledge across frameworks, and judgement about escalation. Prepare examples: a settlement you corrected, a salary file you held, a bank change you refused until verified.

Which rules shape oversight work in the UAE?
The federal Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) sets duties on processing personal data, including lawful purpose, minimisation, security and individuals' rights. Payroll holds passport and Emirates identity numbers, visa details, bank accounts and salaries, so access must be tightly controlled. Employers in the DIFC follow the DIFC Data Protection Law, and ADGM has its own framework.
If your clients include financial firms, they are supervised by the Central Bank of the UAE onshore, the DFSA in the DIFC or the FSRA in ADGM, and each expects them to manage outsourcing and technology risk. Labour obligations on pay, wage protection and gratuity stay with the employer, whoever prepares the payroll.
Groups with EU staff or EU parent companies may also need to meet GDPR.
