Can an AI agent handle a whistleblowing report?

An AI agent can help handle a whistleblowing report by logging, protecting and organising evidence; a person decides how it is investigated.

Only in a narrow, protected role. An AI agent can acknowledge a whistleblowing report, log it, mask identifying details and organise the evidence for an investigator. It must never judge whether the concern is valid or route the report near the people named. How a disclosure is assessed and investigated stays with the whistleblowing champion or investigator.

Why is whistleblowing different from other compliance work?

Most compliance agents work on customers. A whistleblowing report is about colleagues, often senior ones, and the person making it may be taking a real personal risk. Whistleblowing frameworks in many markets protect workers who raise concerns, and regulated firms are expected to run channels people trust.

Two things follow. Confidentiality matters more than speed: a report that leaks to the wrong person can end a career and destroy trust in the channel. And independence matters more than efficiency: a report about the head of operations cannot be triaged by an agent that the head of operations administers, or whose records they can read.

What may the agent do?

Task The agent Stays with a person
Intake Receives the report in the dedicated channel, acknowledges it, issues a reference Nothing routine
Protection Removes or masks the reporter's identifying details in working copies Deciding who may know the reporter's identity
Organisation Structures the allegation: who, what, when, where, and what evidence is offered Assessing whether it is a protected disclosure
Evidence Gathers records the investigator requests, within a scope the investigator sets Setting the scope
Overlap checks Flags links to open cases, complaints, breaches or suspicious activity reports Deciding how the matters relate
Communication Sends routine status updates to the reporter using approved wording Anything substantive
Tracking Tracks actions and deadlines Outcome and sanctions

The overlap check is useful but delicate. A report that a manager is approving payments to a supplier he owns may connect to an open fraud case or a conflict of interest record. If it suggests money laundering, the reporting officer needs to see it; the agent flags this and the investigator decides. The firm's process for suspicious activity reports then applies, separately.

What does a protected intake look like?

Take a mid-sized asset manager. A report arrives through the anonymous channel. It says a portfolio manager has been asking a junior analyst to backdate trade allocation records, and names two dates.

The agent acknowledges the report with a reference and a way to receive updates anonymously. It structures the allegation and notes the evidence the reporter offered: the two dates and an email chain the reporter says exists. It masks the reporter's description of their own role, which would identify them, in the working copy. It does not search the email system. Gathering evidence is for the investigator to scope.

The whistleblowing champion, a non-executive director, appoints an investigator outside the investment team. The investigator asks the agent to retrieve allocation records for the two dates and the edit history of the files. The agent retrieves exactly that, and the request and retrieval are filed. The portfolio manager is not aware of any of it.

Which controls protect the reporter and the process?

  • A separate, restricted agent. The agent handling whistleblowing has its own role scope, sources and record, with no shared access with business agents.
  • Restricted record. Only the whistleblowing champion and appointed investigators can see the agent's record of the case.
  • Routing rules fixed in advance. Reports about specific roles, including compliance and the board, route to people set out in the policy, never to the person named.
  • No evidence gathering without a request. The agent retrieves only what an investigator asks for, so its searches cannot signal an investigation.
  • No automated conclusions. The agent never rates a report as credible or not credible.
  • Monitoring of the channel itself. Volumes, timeliness and outcomes are reported in aggregate to the board through the compliance monitoring report, without identifying details.

These follow from the general rule in AI compliance agents: second line, never the last word.

Where Pryme fits

In Pryme, a whistleblowing agent is deployed with its own role scope and certificate, separate from every business agent. Retrieving records is refused unless an appointed investigator has requested them, and each retrieval is filed against the case. Anyone reviewing the record later can see exactly what the agent touched and for whom.

Questions people ask

Can the agent assess whether a report is malicious?

No. Judging a reporter's motive is exactly the kind of decision that, if wrong, damages trust in the channel. The investigator assesses the substance of the concern.

Should whistleblowing reports go into the same system as complaints?

No. Customer complaints and staff disclosures have different confidentiality needs and different owners. The agent can flag overlaps without merging the records.

What if the report suggests a reportable crime?

The agent flags it to the investigator. If it suggests money laundering, the reporting officer must be told, and the suspicious activity report drafting checklist applies to anything they file.
