Can an AI agent run payroll?

An AI agent can prepare and check the payroll run end to end. Approving it, releasing net pay and filing with the tax authority stay with named people.

Not end to end. An AI agent can prepare the payroll run: gather approved changes, calculate pay, compare the run with the last one, explain every difference and produce the payment file. Approving the run, releasing net pay and filing returns stay with named people, and whoever approves did not enter the changes.

Why stop short of running it alone?

Payroll combines three risks. It moves money to many accounts at once. It is the most personal data a business holds. And errors fall directly on people: someone paid short cannot pay their rent. A payroll run also creates filings with the tax authority, which are declarations by the business.

None of that stops an agent from doing most of the work. It means the points where money leaves, where data goes to the authority and where the run is declared correct must each have a person's name on them.

What conditions must the run meet?

  1. Every change has a source. New joiners, leavers, salary changes, overtime, bonuses and deductions each trace to an approved document in the HR or time system. Salary changes in particular follow the rules in whether an AI agent can change an employee's salary in payroll.
  2. The run reconciles to the last. Last run's gross, plus approved changes, should equal this run's gross. Any gap is explained.
  3. New or changed bank details are verified. An employee's new bank account goes through independent confirmation before the first payment to it.
  4. The run is within expected ranges. Total gross, headcount and each person's net pay compared with history.

The checks before the run are set out in how to check payroll changes before the payroll run.

Who does what?

Step Agent Named person
Gather changes Depth 1: reads HR and time systems None
Prepare inputs Depth 2: drafts the payroll input from approved sources Payroll officer enters or confirms
Calculate Runs the calculation in the payroll system None
Reconcile to last run Explains every difference Payroll manager reviews
Approve the run Prepares the summary Payroll manager approves
Release net pay Prepares the payment file Two finance signatories release
File returns with the tax authority Prepares the submission Named person submits

The separation of duties is between entering changes, approving the run and releasing payment. Three roles, three people. The agent prepares for all three and holds none. Releasing the payment follows the same rules as any payment run, summarised in the payment run review checklist and the rules for approving a payment run.

An illustrative example

Take a care provider with 900 staff paid monthly, many on variable shifts. The agent gathers 1,400 approved timesheets, 12 new starters, 9 leavers and 31 pay changes.

Its reconciliation to the last run explains every movement except three. One leaver is still in the run because the leaving date in HR was entered as next month. One new starter's bank account matches the account of an existing employee. And one carer's overtime is ten times their usual, from a timesheet approved by a manager who is also their partner, according to the declared relationships register.

The agent removes nothing itself. It reports the three to the payroll manager. HR corrects the leaving date. The shared bank account turns out to be a married couple's joint account, confirmed by phone. The overtime is held for review by a different manager. The payroll manager approves the run, and two finance signatories release net pay.

What controls make it safe?

  • Read access to HR and time; draft access to payroll inputs. Connected as described in how to connect an AI agent to your payroll system.
  • Run-to-run reconciliation, every run.
  • Bank detail changes verified independently.
  • Three separate roles for enter, approve and release.
  • Tax submissions by a person.
  • Every run filed. Inputs, reconciliation, approvals and release.

The wider finance controls are in AI agents for finance: books you can audit.

Questions people ask

Can the agent answer employees' payslip questions?

Yes, for the employee's own payslip, after confirming who they are. It explains lines and deductions; changes go to payroll.

What about off-cycle payments?

The same rules apply, with extra care. Off-cycle runs are smaller and less reviewed, so they are a common route for errors and fraud.

Does the agent need to know tax rules?

It needs the payroll system to apply them correctly and its own checks to spot outliers. The tax rules sit in the payroll system and with the payroll team, not in the agent's judgement.
