AI agent skills by role·Answer

How do procurement officers handle an action an AI agent has held for them?

Procurement officers handle held actions by checking budget, competition, supplier status and conflicts, then approving, editing or declining.

Procurement officers handle a held action by checking whether the purchase is allowed before checking whether it is good value. That means budget authority, the competition rules that apply, the supplier's verified status and any conflict of interest. Once those hold up, they approve, edit or decline the agent's draft order or award, and record the reason.

Which procurement actions does an agent hold?

An agent in procurement drafts purchase orders, compares quotes, prepares supplier onboarding and tracks contract renewals. It may raise routine orders at depth 3 from approved catalogues within the organisation's own limits. A held action is one it has prepared but may not issue. In procurement, holds usually come from:

  • Value above the agent's limit or above the requester's delegated authority.
  • A new supplier not yet through due diligence.
  • Too few quotes for the value band under the organisation's own rules.
  • Single-source justification, where the requester wants to skip competition.
  • Contract renewal or extension beyond the original term.
  • Changed supplier bank details on an existing supplier.

What does the officer check?

Authority and budget. Is the spend within a budget line, and does the person who requested it have delegated authority for this value? The agent's draft does not add authority.

Competition. Does the number and quality of quotes meet the rule for this value? Are the quotes comparable, for the same specification and term? A cheaper quote for a lower specification is not a cheaper quote.

Supplier status. The supplier's registration, insurance and tax details should come from a signed source, such as a registry check or the supplier's verified onboarding record, not from a PDF attached to their quote, which is external.

Conflicts. Does the requester or approver have a relationship with the supplier? The agent can surface what is on record, but declarations are people's responsibility.

Terms. Payment terms, delivery, liability, renewal clauses.

What stays with the officer?

The agent may The officer decides
Raise catalogue orders within limits Any order outside a catalogue or above the limit
Request and compare quotes Whether quotes are comparable and sufficient
Draft a single-source justification Whether the justification is acceptable
Prepare supplier onboarding Approving a new supplier
Flag renewals due Renewing or extending a contract

A worked example

Take a regional logistics firm buying 40 replacement tyres for its fleet. The agent gathers three quotes, recommends the cheapest at 9,600, and drafts the order. It holds the action because the value exceeds the depot manager's delegated authority and because the recommended supplier is new.

The procurement officer checks the quotes. The cheapest is for a lower load rating than the other two, so it does not meet the specification. Of the two that do, the lower one is from an existing supplier at 10,400. The officer edits the draft to that supplier, routes it to the fleet director, whose authority covers the value, and declines the onboarding of the new supplier for now with the reason "quote did not meet specification". The director approves. The record carries the original recommendation, the officer's edit and the reason.

What controls keep this safe?

  • Value bands set in the organisation's own limits, not in the agent's judgement.
  • New suppliers always hold until due diligence is complete.
  • Bank changes on existing suppliers always hold and are verified through contact details already on file.
  • Separation of duties: requester, approver and receiver are different people.
  • Reasons recorded on every decision, so an auditor can see why the cheapest quote was not chosen.

Compliance and lending colleagues work held queues with the same structure; see how compliance officers handle held actions and how loan officers handle them. Public bodies have stricter competition duties, covered in procurement officer training in the public sector in Canada. For the full role map, see AI agent skills by role.

Questions people ask

Can an officer approve a held order because the requester is senior?

No. Seniority is not the test; delegated authority for the value is. Route the order to whoever's authority covers it.

What if only one supplier can meet the specification?

Approve a single-source justification only if the reason is specific and evidenced, and record it. The agent can draft the justification; the officer decides whether it stands.

Should the agent ever onboard a supplier on its own?

No. It can gather documents and run checks, but approving a new supplier stays with a named person.
