What does agent ownership look like in Qatar?

Large organisations lead adoption in Qatar: banks and insurers, energy and industrial companies, aviation and logistics, healthcare providers and government entities. These organisations tend to have formal governance, with committees, delegated authorities and internal audit. Agents fit into that structure, and each needs a named owner whose authority is written down.

Ownership often sits with a section or department manager rather than a dedicated role. Titles vary: process owner, section head, digital service owner, operations manager. What does an owner decide?

You decide how far the agent may act, within your delegated authority.

1. Limits. For example, an HR services agent may issue standard employment letters at depth 3 after checks, but must hold any letter that states salary to an external party. Your limits hold or refuse actions; only the platform floor withholds actions for every agent.
2. Depth. When Attest shows the agent clearing all seven gates on your cases, you decide whether to request more depth, within the role's ceiling and your organisation's approval process.
3. Bilingual sources. You approve changes to Arabic and English sources together.
4. Incidents. When a run clears no depth and the agent drops to depth 1, you redirect work to people and report through the organisation's incident process.
5. Committee reporting. You present the agent's performance and incidents to the relevant committee.

Which rules shape an owner's work in Qatar?

Qatar has a personal data protection law that sets duties on organisations processing personal data, including purpose, security and individuals' rights. Owners must make sure agents use only the data they need and that records are protected. Banks are supervised by the central bank, which sets expectations on governance, risk and technology, and a separate financial centre has its own regulator and data protection rules for firms established there.
