Clean applications can open at depth 3, and every decline goes to a person. The agent verifies identity and address, reads screening and fraud results, and checks for duplicate applications. If every check passes under policy, a certified agent opens the account. Anything failed or unclear is held, and only a named person may refuse someone a bank account.
What does personal account opening involve, and who owns it?
Opening a current or savings account for an individual means confirming who they are, where they live, that they are not on a sanctions list, that the application is not fraudulent, and what they intend to use the account for. Most applications are simple. A minority are not: newcomers with little history, people with names that match a sanctions entry, applications from devices linked to earlier fraud.
Retail onboarding or operations owns the process. Financial crime sets the policy and the fraud rules. The agent's value is in the minority. It gets clean cases open without waiting and gives reviewers a clear, evidenced file on the rest. Businesses follow a different path, covered in processing business account opening applications.
What are the steps?
- Agent, depth 1: verifies identity. Document checks and any liveness check your process uses, with each result recorded.
- Agent, depth 1: verifies address. Through the data sources your policy accepts, or documents the applicant uploads.
- Agent, depth 1: reads screening. Sanctions and politically exposed person results from your screening system. Potential matches go to an analyst.
- Agent, depth 1: reads fraud signals. Device, application velocity, links to earlier fraud, mismatches between data sources.
- Agent, depth 1: checks for duplicates. Existing customer, earlier applications, recent declines.
- Agent, depth 3: opens clean cases. Where every check passes within policy and the capability is certified, it opens the account and sends the welcome pack.
- Agent, depth 2: drafts the case for anything else. A summary of what passed, what failed and what is unclear, with a request to the applicant for any missing item.
- Person: decides held cases. Accepts, asks for more, refers to fraud, or declines.
| Step | The agent does | Depth | Stays with a person |
|---|---|---|---|
| Identity | Runs and records checks | 1 | Accepting a failed check |
| Address | Verifies with accepted sources | 1 | Alternative evidence |
| Screening | Reads results | 1 | Clearing potential matches |
| Fraud | Reads signals | 1 | Fraud referral |
| Duplicates | Searches existing records | 1 | Merging or rejecting |
| Open | Opens when all checks pass | 3 | None for clean cases |
| Draft | Summarises held cases | 2 | Every decline |
Why does every decline stay with a person?
Being refused a bank account can cut someone off from wages, benefits and housing. The people most likely to fail an automated check are often those who can least afford it: newcomers, people leaving care, people without a fixed address. A person can accept alternative evidence, ask a different question, or see that a fraud signal has an innocent cause.
The asymmetry is deliberate. Opening a clean account quickly is good for everyone. Refusing one is a decision with lasting effects, and it should carry a name. Where decisions with legal or similarly significant effects are made solely by automated means, GDPR Article 22 adds its own requirements. Keeping a person on every decline keeps this process clear of that question.
Which controls apply, and what evidence does each leave?
Each check filed with its result. Identity, address, screening, fraud and duplicate checks are filed separately, with inputs and outcomes. A reviewer opening a held case sees every result.
Depth 3 bounded by policy. The agent may open only where every check passes. The minimum chain tests each check result before the account is created, and the verdict names the bound that decided.
Lawful basis recorded. The data the agent uses must have a purpose and a lawful basis. What lawful basis an agent needs to process personal data covers the reasoning; the record should show which basis applies to each source.
Data minimisation. The agent reads the data the checks need and nothing more. Social media, unrelated public records and other speculative sources are out of scope, and attempts to use them are refused.
Held cases with a named reviewer. Every held case shows who decided and why.
What should you measure?
- Time to open for clean applications.
- Share of applications held, and the check that caused each hold. Watch for one check driving most holds.
- Held cases later approved. If most are, the rules are holding too many people.
- Fraud found on accounts the agent opened. The key safety measure; each case goes into the next certification set.
- Declines by reason, and appeals upheld.
Where does it usually go wrong?
Thin files treated as risky files. Little credit history is not a fraud signal. Separate "could not verify" from "verified something wrong".
Names and transliteration. Names written in different scripts or orders fail matches. The agent should try your policy's accepted variations and say which it tried.
Overdrafts bundled in. An overdraft is credit and needs its own assessment. Account opening should not quietly include a credit decision; processing personal loan applications shows how credit is handled separately.
Requests that ask for everything. A request for "further documents" stalls applications. Ask for the one item that would clear the hold.

Where Pryme fits
In Pryme, the opening capability is certified on your own past applications, including held and declined cases, so Attest can show the agent holds what a person should see. Each check result reaches the agent with its provenance class, and the agent's role scope has no decline action at all.
Questions people ask
Can the agent tell an applicant why they were held?
It can say which item is needed to continue. It should not reveal fraud or screening reasons, which could help someone get around the checks.
What about joint accounts?
Each applicant goes through every check. The account opens at depth 3 only if both pass.
Can the agent reopen a closed account?
That is a separate capability. A closed account may have been closed for a reason, so reopening is held for a person.
