Two groups need training in Italy. Everyone who works beside an AI agent needs literacy, which the EU AI Act expects of deployers. The people who approve, release or overrule what an agent does need tested competence with a pass mark and a record. Banca d'Italia, IVASS and the Garante shape how that oversight is judged.
Why does Italy need a careful definition of "agent"?
Italian insurance runs largely through intermediaries, and many of them are called agents. Put an AI agent into an insurer's operation and the word starts doing two jobs. Training has to separate them early: an insurance agent is a person with a mandate; an AI agent is software with a depth, granted by certification and enforced at the moment of action.
The distinction is not pedantic. An intermediary forwarding a client's claim documents is a source of declared or external facts, not of authority. An AI agent must not treat an intermediary's email as permission to pay, and the reviewer must know why the agent held it.
What should the training cover?
Keep it tied to the work the agents will do:
- Depth (per agent), and the depth each action needs: 1 read, 2 draft, 3 execute routine work within bounds, 4 move money or take hard-to-undo actions, 5 coordinate other agents.
- The four verdicts: allowed, held for a named person, refused as outside the agent's bounds, or withheld at the platform floor.
- Provenance: sealed facts from the system of record, signed facts from a named party, declared facts from a person, external facts from outside.
- The record: every verdict is filed in an append-only log, so any decision can be reconstructed and the approver named.
- Expiry: agent certificates lapse after 90 days; a lapse, or a run that clears no depth, drops the agent to depth 1 the same day.
Which Italian rules shape oversight and competence?
Italy applies the EU framework through its national authorities. Banca d'Italia supervises banks and payment firms, IVASS supervises insurers, and the Garante enforces data protection. Article 4 of the EU AI Act sets the literacy expectation; Article 14 requires human oversight for high-risk systems, which includes risk assessment and pricing for life and health insurance under Annex III. GDPR Article 22 limits decisions based solely on automated processing with significant effects, and DORA applies to financial entities' ICT risk.
The practical reading for an Italian insurer or bank: the person approving an agent's draft must understand it well enough that the approval is real oversight, and you must be able to show they did. The compliance officer brief for insurance in Italy covers the supervisory side in detail.
This is an explanation of the rules, not legal advice; confirm how they apply to you with counsel.
Who approves what?
| Agent action | Depth | Person who must be trained |
|---|---|---|
| Summarising a claim file | 1 | Claims handler reading the summary |
| Drafting a settlement letter | 2 | Handler who sends it |
| Updating policy details within limits | 3 | Team lead who owns the limit |
| Preparing a claim payment | 4, if certified | Approver who releases the hold |
For an operations manager, covered in the operations manager brief for insurance in Italy, the job is making sure every name in the right-hand column holds a current credential.
How is competence tested and evidenced?
Attendance does not show competence. A test with a published pass mark, set in the learner's own industry and role, does. For approvers, add observed practice: a period of real review decisions, scored, with any missed red line counted as a failure regardless of the overall score.
Then make the credential checkable. A certificate that anyone can verify at source, with lapsed or revoked status shown on the same page, lets a supervisor confirm an approver's standing without a request for documents. Compare the approaches in France and the UK, and see the full model in AI literacy and certification for people who work with agents.
Where the Academy fits
Pryme Intelligence Academy's Operator exam has 40 questions in 60 minutes, with a pass mark of four in five. The practicum then requires two weeks of real review decisions, 95 correct in every 100 and no missed red line, signed off by a Pryme assessor. Module tests are set in the learner's own industry and role.
Questions people ask
Does IVASS require AI training for claims staff?
None of the Italian authorities named here prescribes a specific AI course. They expect firms to oversee what their systems do, and trained, certified approvers are how you show that oversight is real.
Can training be delivered in Italian?
Training should be delivered in the language staff work in, and tests should use cases from their own operation. What matters for evidence is the result and the credential, not the language of the slides.
How often should approvers be re-tested?
Re-test when a credential comes up for renewal and whenever an agent gains a new capability or depth. An approver trained for depth 2 drafts is not automatically ready for depth 4 payments.
