AI literacy and certification·Answer

What AI agent training do organisations in Singapore need?

Singapore organisations need AI agent training mapped to MAS FEAT, the TRM Guidelines, the PDPA and IMDA's framework, with certified approvers.

Most Singapore organisations need three layers of AI agent training: literacy for every employee near an agent, certified competence for the people who approve its actions, and governance training for those who decide how much human involvement each use requires. MAS, the PDPC and IMDA's Model AI Governance Framework each shape one of those layers.

Which Singapore frameworks shape the training?

Singapore relies on principles and guidance rather than a single AI statute, and several documents bear on people who oversee agents:

  • MAS FEAT principles (fairness, ethics, accountability, transparency) expect financial firms to know who is accountable for AI-driven decisions and to be able to explain them.
  • MAS Technology Risk Management Guidelines expect technology risk, including systems that act, to be governed by competent people.
  • The Personal Data Protection Act 2012, enforced by the PDPC, sets duties on collecting, using and protecting personal data. The PDPA guide for staff who use AI agents covers it in depth.
  • IMDA's Model AI Governance Framework encourages organisations to decide the right level of human involvement for each use, based on the harm a wrong decision could cause.

This is an explanation of the rules, not legal advice; confirm how they apply to you with counsel.

What should each layer learn?

Everyone near an agent learns depth, the four verdicts (allowed, held, refused, withheld) and provenance: a sealed fact from the system of record outranks a declared or external one, and an external claim cannot authorise a payment.

Approvers learn to read the minimum chain. Every action meets five bounds at once (role scope, certificate, sources, the organisation's own limits and platform guardrails), the lowest wins, and the verdict names it. They practise releasing and rejecting held actions with reasons on real cases.

Governance owners learn how depth is earned. The role sets a ceiling, certification evidence sets the depth, the lower wins, and agent certificates lapse after 90 days. They decide which capabilities warrant a person in the loop and who that person is.

How does human involvement translate into depth?

IMDA's framework asks how involved a person should be. Depth gives a precise answer per capability:

Depth What the agent does Human involvement
1 Reads and summarises The person decides everything
2 Drafts A person sends every draft
3 Executes routine work within bounds A person sets the bounds and reviews exceptions
4 Moves money or takes hard-to-undo actions A certified person releases each held action above the limits
5 Coordinates other agents Architects own the design; each sub-agent keeps its own depth

Mapping your uses this way turns a framework principle into a staffing decision: which roles need certified approvers, and how many.

What does this look like in a Singapore insurer?

Take an insurer using an agent to draft claim assessments. The agent reads the policy, which arrives sealed from the policy library, and the claimant's documents, which arrive declared. It drafts at depth 2. The compliance team, covered in the compliance officer brief for insurance in Singapore, must show under FEAT that a named person decided each claim and could explain it.

That evidence exists only if the approver understood the draft. The record shows the verdict, the bound and the approver; the approver's credential shows competence on the day. In a hospital, the IT administrator brief for healthcare in Singapore shows the same logic applied to access and connections.

How do you evidence it for MAS?

Keep a training record per person, per capability, with results and expiry. Make approval rights depend on a current credential. Make credentials checkable at source so an auditor need not ask for copies. The full model is in AI literacy and certification for people who work with agents; the Ireland guide shows the same approach under the EU AI Act.

Where the Academy fits

Pryme Intelligence Academy maps onto these layers. Foundations gives literacy to everyone. Operator certifies approvers through an exam and a two-week practicum. Architect, for people leading regulated multi-agent deployments, ends in a capstone and a board review with two Pryme assessors, and is valid for 24 months.

Questions people ask

Does MAS require AI certification for staff?

The MAS documents named here do not require a specific AI credential. They expect accountability and competent oversight, which certified approvers help demonstrate.

Is the IMDA framework binding?

It is guidance rather than law. It still gives a useful structure for deciding how much human involvement each use needs, and supervisors will recognise it.

How often should Singapore approvers renew?

Renew when the credential expires and whenever an agent gains a new capability or depth that the approver will oversee.
