Intake, chasing and simple settlements move to the agent; judgement stays with the handler. A claims handler's day shifts from logging claims and chasing documents to reviewing held settlements, testing fraud indicators, deciding coverage questions and having the difficult conversations, such as a decline. The handler also becomes responsible for correcting the agent when its drafts drift.
What did the day look like before?
A claims handler typically spent the day:
- taking first notification of loss by phone or form;
- requesting photos, estimates, receipts and police reports;
- chasing missing documents;
- checking cover against the policy wording;
- calculating and paying settlements within their authority;
- updating claimants on progress.
Complex claims and conversations often got squeezed into whatever time was left.
Where does the agent take over?
| Task | Who | Depth |
|---|---|---|
| Logging the claim and checking the policy is in force | Agent | 3 |
| Requesting and chasing documents | Agent | 3 |
| Checking cover against policy wording and drafting a view | Agent | 2 |
| Settling simple claims below the insurer's limit | Agent | 3 or 4, as certified |
| Progress updates to claimants | Agent | 3 |
| Settlements above limit, coverage disputes, declines | Handler | stays with a person |
| Suspected fraud | Handler and fraud team | stays with a person |
The settlement limit is set in the insurer's own limits. The depth at which the agent actually acts is earned through certification: the role sets a ceiling, evidence sets the depth, and the lower wins.
What fills the handler's day now?
Held settlements. The agent drafts the settlement and the reasons, and holds it because it is above limit, the evidence is weak, or a policy condition is in question. The handler checks and decides.
Evidence quality. A repair estimate from an approved garage is signed by a named party. A claimant's description of the damage is declared. Photos sent by the claimant are external until checked. The handler weighs each accordingly.
Fraud signals. The agent flags patterns, such as a recent policy start, a claim valued just under the agent's settlement limit, or the same repairer across unrelated claims. The handler decides whether to refer to the fraud team.
Bad-news conversations. Partial settlements, declines and disputes need a person who can explain the policy and listen.
Sampling the agent's settlements. Claims the agent settled on its own are reviewed by sample. That is how drift is caught.
A day in practice
Take a home insurer's claims team after a week of storms. Overnight, the agent has logged 180 new claims, requested documents on all of them and settled 60 small claims for fence and roof tile damage within its limit. A handler starts the day with 30 held items.
Most are settlements above the agent's limit with good evidence, which she approves after checking the estimate against the policy. One is a roof claim on a policy that started nine days before the storm, which the agent held for a fraud signal; the handler checks the property's previous insurance history, finds the customer simply switched insurers, and approves. Another is a water damage claim where the agent drafted a decline for gradual leakage. The claimant's photos suggest a sudden pipe burst instead. The handler declines the agent's draft, books a loss adjuster and calls the claimant to explain. In the afternoon, she samples ten of the overnight settlements and finds one paid twice for the same fence panel, which she corrects and reports.
What does the handler need to learn?
Reading the record behind each draft, including the deciding bound. Weighting evidence by provenance. Writing reasons for settlements and declines that a complaint handler could follow. Recognising rubber-stamping in their own work. And knowing when repeated corrections should go to the process owner.

Questions people ask
Will handlers lose their settlement authority?
No. The agent's limit and the handler's authority are set separately. Handlers decide everything above the agent's limit and anything held for another reason.
What happens to claims when the agent's certificate lapses?
Certificates lapse after 90 days unless renewed, and the agent drops to depth 1. Settlements it used to make alone arrive as drafts, so plan recertification before busy periods.
Do claimants deal with the agent or the handler?
Both. Routine updates may come from the agent; any decision the claimant disputes should reach a named handler.
