AI agent skills by role·Definition

What is a cover arrangement?

A cover arrangement names, in advance, who takes over an absent approver's held AI agent work, with matching standing and no loosening of separation of duties.

A cover arrangement is the advance agreement of who takes over an absent person's approval rights and review duties, for how long, and with what standing. Picture a payment held for approval on a Friday afternoon while the named approver is on leave: the arrangement settles who decides it, without loosening any control.

Why does it matter with agents?

Agents hold actions for named people. That is the point of a held verdict: the agent has drafted something it may not complete alone, and a specific person must decide. If that person is away and nobody else is entitled to decide, the work waits. Customers wait for refunds, suppliers wait for payments, and pressure builds to let someone, anyone, click approve.

That pressure is where controls fail. The usual shortcuts are giving the approver's login to a colleague, raising the agent's limit for a week, or letting the person who prepared a payment approve it too. A cover arrangement removes the need for any of them by deciding the answer before the absence happens.

What does a good cover arrangement contain?

  • The role covered, and which approval rights it carries.
  • The named cover person, with a second name for when both are away.
  • Matching standing. The cover person holds the same current certificate or authority for the same depth. Cover for a depth 4 approval needs someone entitled to approve at depth 4.
  • Separation preserved. The cover person must not be the one who prepared or requested the action they would approve.
  • A start and end. Cover rights begin and end on set dates, and are visible in the record.
  • Escalation if cover fails. Who decides if neither name is available.

A ready-to-use format is the approver absence cover plan template.

An example

Take a hypothetical lender's operations team. Refund requests above the customer's limit are held for an operations manager. She books two weeks' leave. The cover arrangement names a senior team lead with the same approval standing, and a second manager in a sister team as backup. Cover rights are set for her leave dates only. During the fortnight, eleven refunds are held; the team lead decides all of them, and the record shows each approval under his own name with the cover period attached. Nobody's limits changed. The full method is set out in how to cover approver absence for an AI agent's held work.

How is cover different from delegation?

Delegation transfers authority on a standing basis: a manager delegates approval of small refunds to team leads permanently. Cover is temporary and tied to an absence. It also differs from an escalation path, which says where a case goes when it is beyond someone's authority; cover says who holds that same authority when its usual holder is away.

There is a parallel on the agent side. An agent's authority rests on a current a certificate for each agent, and what an AI agent certificate covers sets out its scope. A person standing in as cover needs the same thing: current standing for exactly what they will decide, not general seniority.

Who should own it?

The manager of the approvers, with the control owner for the approval rule signing it off. Review the arrangement whenever someone joins, leaves or loses their certificate. A cover name whose own certificate has lapsed is not cover at all. The guide to AI agent skills by role shows which roles typically hold approval rights and therefore need cover.

Questions people ask

Can the agent itself cover for an absent approver?

No. If the action is held, it is outside what the agent may complete alone. Absence does not change the agent's bounds, and raising them to clear a backlog defeats the reason they exist.

How much notice should a cover arrangement need?

None for the arrangement itself, which should exist before anyone books leave. Only the dates are set at the time, so unplanned absence is covered too.
