What is a financial promotion?

A financial promotion is any communication inviting someone to take up a financial product. Why an AI agent's chat reply can be one, and who approves.

A financial promotion is any communication, in any medium, that invites or encourages someone to take up a financial product or service: an advert, a web page, a social post, an email, or a message in a chat. Regulators require promotions to be fair, clear and not misleading. Once AI agents write to customers, their messages can be promotions too.

Why do financial promotions matter once agents act?

Firms are used to approving promotions as fixed assets: a campaign, a landing page, a brochure. Compliance reviews the final wording before it goes out. An agent breaks that model, because it writes new text in every conversation.

A support agent asked "should I move my savings to you?" may answer with the interest rate, a comparison and an encouragement to apply. That reply invites the customer to take up a product. If it overstates the benefit, omits a key condition or is sent to someone the product is unsuitable for, it is a non-compliant promotion produced in real time, and nobody approved it.

How does promotion approval work in practice?

Most regimes require a firm to make sure its promotions show risks with the same prominence as benefits, use plain language, suit the audience and are approved by someone accountable before release. Firms keep a record of what was approved, by whom and when.

For agents, approval has to move from the text to the bounds:

  • The agent may only quote rates, fees and terms from a sealed product source, never from memory or a web page.
  • Its brief lists which products it may describe and the required risk wording for each.
  • Free-form encouragement to buy is outside its role; it can point to approved material.
  • A second-line agent can review financial promotions before publication and sample live conversations after.

Our guide on reviewing financial promotions before publication with an AI agent covers the campaign side.

An example from a savings provider

Take a savings provider whose chat agent is asked about a fixed-term account. The agent quotes the rate and term from the product library, includes the approved wording on early withdrawal penalties and links to the summary box. When the customer asks "is this better than my current account?", the agent explains the difference in access and refers to the comparison page, but does not say the customer should switch.

That last reply is the boundary. A general explanation is information; telling this customer to switch would edge towards a recommendation the agent is not permitted to make.

How is a financial promotion different from financial advice?

A financial promotion encourages people in general, or a group, to consider a product. Financial advice is a personal recommendation, based on an individual's circumstances, that a particular product is right for them. Advice carries far heavier duties: suitability assessment, qualifications and records of why the recommendation was made.

An agent that tailors its encouragement to one customer's situation risks crossing from promotion into advice. Keeping the agent on approved, general content and handing advice requests to a qualified person keeps the line clear.

Which terms sit next to financial promotion?

  • Consumer Duty: the FCA's requirement in the UK that communications support good customer outcomes.
  • Approver: the accountable person who signs off a promotion before use.
  • Compliance agents in the second line can check promotions but do not approve them.

Questions people ask

Does every chat message need compliance approval?

No. What needs approval is the content the agent may use and the bounds on how it uses it. Then sample live conversations, and keep records that evidence the control when an agent does the work.

Is a social post by an agent a promotion?

If it encourages people to take up a financial product, yes, wherever it appears. Agents that draft social content should work at draft depth, with a person approving each post.
