What is forbearance?

Forbearance changes repayment terms for a borrower in financial difficulty. What it covers, what an AI agent may do, and how it differs from a write-off.

Forbearance is a change a lender agrees to a borrower's repayment terms because the borrower is in, or close to, financial difficulty. It can be a payment holiday, reduced payments for a period, a longer term, frozen interest or arrears added to the balance. It gives the borrower room to recover instead of moving straight to default and collections.

Why does forbearance matter once AI agents act?

Agents in collections and servicing talk to customers in difficulty every day, and many of those conversations end with a request for help. The wrong arrangement can do lasting harm. A payment holiday that lets arrears grow, or a reduced payment the customer still cannot meet, leaves them worse off than before. In the UK, the FCA Consumer Duty expects firms to deliver good outcomes for retail customers, and customers in financial difficulty are where that expectation bites hardest.

Forbearance also has a prudential side. Banks identify forborne loans in their reporting to supervisors, and that status affects how the loan is provisioned. An agent that agrees or records an arrangement wrongly creates a reporting error as well as a conduct one.

How does forbearance work in practice?

  1. Spot difficulty: missed payments, a customer's own words, or signals in account data.
  2. Understand the position: an income and expenditure review.
  3. Choose an option: matched to whether the difficulty is short or long term.
  4. Agree and explain: the terms, the effect on the balance and the credit file.
  5. Flag and record: mark the account as forborne, with reasons.
  6. Monitor and exit: check the arrangement is working and plan how it ends.

Agents carry steps one, two and six well. How to review forbearance arrangements with an AI agent sets out the monitoring side in detail.

What does that look like in an example?

A mortgage borrower tells the lender's agent that overtime has been cut and the next payment will be short. The agent completes an income and expenditure review with the customer and models two options: three months of reduced payments, or a longer term that lowers the payment permanently. It drafts both with their effect on the balance. A collections specialist calls the customer, agrees the three-month option, and the agent sets the forborne flag, schedules a review a month before the arrangement ends, and files the record. Before it is applied, the arrangement passes through maker-checker.

How is forbearance different from a write-off?

Forbearance keeps the debt. The borrower still owes it, on different terms, and the lender expects repayment. A write-off is the lender's accounting recognition that some or all of a debt will not be repaid. It can happen with or without the customer being told, and it does not by itself release the customer from the debt. Forbearance is a customer arrangement; a write-off is a balance-sheet decision. Agents can prepare evidence for either, but neither should be completed by an agent alone.

Which related terms should you know?

  • Payment holiday: one form of forbearance, pausing payments for a period.
  • Arrears: payments that are due and unpaid.

Whether an agent may agree an arrangement directly is answered in can an AI agent agree a payment holiday or forbearance plan?, within the limits set out in AI agents in banking.

Questions people ask

Does forbearance affect the customer's credit file?

It can, depending on the arrangement and how the lender reports it. The customer should be told before agreeing, in plain words.

Can an agent offer forbearance on its own?

At most, a narrow set of standard arrangements within strict limits, and only if certified for that capability. Anything tailored to the customer's circumstances should be agreed by a person.
