The pay cycle is the right frame for a payroll team's AI agent competency matrix. Agents can check variances, answer payslip queries and prepare starter and leaver changes, but the pay run pays every employee at once. Administrators must test the agent's variance findings, refuse bank-detail changes that arrive by email, and leave final release with two named people.
What should a payroll matrix capture?
Payroll mistakes are personal and visible. Underpay one person and they notice within hours; overpay a hundred and recovery takes months. An agent working in payroll typically reads at depth 1 (comparing this period with the last), drafts at depth 2 (variance notes, payslip answers, starter and leaver forms) and never releases the run itself. Release is a depth 4 action that should always be held.
The skills cluster around three moments in the cycle. Before cut-off, administrators judge the agent's variance list: is a doubled overtime figure a data error or a real month of extra shifts? During the query window, they check the agent's payslip answers against policy and the employee's record. At release, approvers confirm the run reconciles and that every change on it came from a trustworthy source. The full list of what payroll administrators should never let an AI agent do sets the red lines; this matrix sets the skills to hold them.
How do you fill it in?
- Rows are skills, grouped by cycle stage: before cut-off, query window, release, after release.
- Columns are roles: payroll administrator, senior administrator, payroll manager and the finance approver who co-signs release.
- Cells take a target level from 1 to 3: knows it, does it alone, signs it off.
- The last column records how the level was proven and when.
Fill the release rows first. They are the ones that matter most if nothing else gets done.

A worked example
A hypothetical retailer paying 3,000 staff monthly, with four administrators, one senior, a payroll manager and a finance co-signer.
| Stage | Skill | Admin | Senior | Manager | Co-signer | Evidence |
|---|---|---|---|---|---|---|
| Before cut-off | Judges variances | 2 | 3 | 3 | 1 | Last three cycles reviewed |
| Before cut-off | Starter and leaver checks | 2 | 3 | 2 | 1 | Form sample |
| Before cut-off | Refuses email bank changes | 3 | 3 | 3 | 3 | Phishing scenario |
| Query window | Payslip answers | 2 | 3 | 2 | 0 | 30 answers re-marked |
| Query window | Spots a grievance | 2 | 2 | 3 | 0 | Case review |
| Release | Reconciles run | 1 | 3 | 3 | 2 | Reconciliation file |
| Release | Approves release | 0 | 2 | 3 | 3 | Named on approver rule |
| After release | Handles lapse | 1 | 2 | 3 | 1 | Drill |
| After release | Reconstructs a payment | 1 | 2 | 3 | 2 | Audit walkthrough |
Everyone, including the finance co-signer, is at level 3 on refusing email bank-detail changes. A new account number sent by email is external data and cannot authorise a payment. The agent refuses to apply it; the skill is making sure no person applies it by hand either. The verified route, such as the employee updating their own details through a secured self-service channel, is the only one.
Administrators hold level 2 on spotting a grievance. An employee who writes "why has my pay dropped again, this is the third time" is asking a payslip question and raising a complaint at once. The agent will answer the first. The administrator must see the second and route it.
The release row uses two approvers on purpose: the payroll manager and a finance co-signer, both named in the approver rule for the payroll team. Pay week cover belongs in the reviewer rota for the payroll team. Starter changes link back to HR and onboarding work, which the onboarding team's competency matrix treats from the customer side.

Questions people ask
Can an agent run payroll end to end?
It can prepare most of it. The release itself should stay held for people, because a pay run is hard to undo and affects everyone paid in it.
What if the variance agent's certificate lapses before cut-off?
Its findings become held drafts, and administrators review every variance by hand for that cycle. Know the lapse date in advance and avoid letting it fall in pay week.
How often should payroll skills be re-checked?
At least yearly, and after any change to pay policy, the agent's sources or the payroll system. Re-check release approvers before year-end, when one-off payments cluster.
