AI agent training for payroll administrators at accounting practices in Ireland

What payroll administrators at Irish accounting practices must learn to work with AI agents, what stays human, EU AI Act and GDPR duties and a 90-day plan.

Irish accounting practices running client payrolls must teach administrators to check an agent's figures against the tax authority's notices, to hold every submission and payment file for a named person, and to reject emailed bank changes. The EU AI Act's literacy duty and GDPR, supervised by the Data Protection Commission, frame that training.

What does a payroll administrator at an Irish accounting practice do?

The administrator runs weekly, fortnightly and monthly payrolls for a book of small and mid-sized clients: a restaurant group, a dental practice, a construction firm, a software company. For each pay run they collect hours, starters, leavers and changes from the client, apply each employee's current tax credits and rate band from the tax authority's notice, calculate social insurance and other levies, and report the pay run to the tax authority on or before payday.

Irish payroll is reported in real time, so mistakes surface quickly and corrections must be filed. Administrators also handle the automatic enrolment retirement savings deductions for eligible employees, benefit-in-kind calculations, and the queries that follow every payday from employees who think their net pay is wrong.

Where can agents help, and at what depth?

  • Depth 1, read. The agent checks that each employee's credits and rate band match the latest notice from the tax authority, and flags any employee whose notice has changed since the last run.
  • Depth 2, draft. It drafts the reply to an employee querying net pay, showing each deduction, and the email to the client listing missing starter details. An administrator checks and sends.
  • Depth 3, execute within bounds. It imports hours from a client's agreed template and calculates gross pay for hourly staff under the client's rates, inside limits the practice sets.
  • Depth 4, held. Submitting the pay run to the tax authority and releasing the SEPA payment file are hard to undo, so the agent holds both for a named administrator.

Administrators should read provenance. The tax authority's notice is signed. The practice's payroll ledger is sealed. A client manager's email saying an employee is now on a higher rate is declared until confirmed. A forwarded message from "the employee" with new bank details is external, and an external claim cannot authorise a payment.

What stays with the administrator, and why?

Judgement calls stay with people: whether a payment is a taxable benefit, how to treat a termination payment, whether an employee qualifies for a particular relief. So do decisions to correct a submission already filed, and any change to an employee's bank account. The practice and its client carry the consequences. The list in what payroll administrators should never let an AI agent do is worth adopting as the agent's own limits.

The broader point is made in why payroll administrators are the real control in an AI agent deployment: the agent's verdicts are only trustworthy because a trained person approves what it holds.

What must administrators learn?

An Irish bureau's administrators should share the vocabulary in AI agent skills by role and follow the sequence in what payroll administrators should learn before working with AI agents. Real-time reporting then shapes the three skills that matter most.

Administrators must review a pay run before submission by checking the agent's variance report, not just its totals. They must correct the agent so a fix changes the client's rules rather than one payslip; how to teach payroll administrators to bank corrections explains the method. And they must know that an agent's certificate lapses after 90 days and a run that clears no depth drops it to depth 1 the same day, so hour imports may need manual work on a busy payday.

Which rules in Ireland shape oversight and AI literacy?

For an Irish practice, the EU AI Act's most immediate duty is Article 4: as a deployer, the practice must take measures so that administrators reviewing the agent's output have sufficient AI literacy, judged against their role and the context. If the agent ever answers client employees' payslip queries directly, Article 50 requires those employees to be told they are dealing with an AI system. Article 26's deployer duties, including oversight by people with the competence, training and authority to exercise it, complete the picture.

GDPR governs employee data. The practice usually processes on behalf of its client, so the contract should set out each party's role. A data protection impact assessment under Article 35 and a record of processing under Article 30 are the usual starting points. Article 22 limits decisions based solely on automated processing that have legal or similarly significant effects, which is one reason the release of pay stays with a person. The Data Protection Commission is the Irish supervisory authority. The Central Bank of Ireland becomes relevant only where a client is a regulated financial firm with its own outsourcing expectations.

This is an explanation of the rules, not legal advice; confirm how they apply to you with counsel.

How should the first 90 days run?

  1. Days 1 to 30. Administrators learn the vocabulary, using Pryme Intelligence Academy's free Foundations track, and agree the red lines on bank changes and filings. For a handful of weekly-paid clients, the agent checks every employee's credits and rate band against the latest notice at depth 1, and an administrator confirms each flag before the run is reported.
  2. Days 31 to 60. The agent drafts replies to employees querying net pay and chasers for missing starter details; administrators send them. Each correction records whether the cause was a stale notice, a client error or the agent's own reading.
  3. Days 61 to 90. Hour imports for clients with stable templates become depth 3. Before each real-time submission, a senior administrator checks a sample of imported hours and notes each colleague's level in the competency matrix for the payroll team.

Questions people ask

Can the agent file the pay run with the tax authority?

Keep filing held for a named administrator. Real-time reporting means errors surface quickly, and corrections take time.

Should employees know an agent answers their payslip queries?

Yes, if they interact with it directly. Article 50 of the EU AI Act expects people to be told when they deal with an AI system.

Who is the controller of employee data, the practice or the client?

Usually the client, with the practice processing on its behalf. Set the roles out in the engagement contract.
