Procurement teams need an AI agent competency matrix because agents now compare quotes, draft purchase orders, onboard suppliers and flag renewals, while the decisions that create obligations stay with people. Buyers must test the agent's comparisons for fairness, check supplier details at their source, and know which commitments they may approve and at what value.
Which procurement skills change when agents arrive?
Three shift noticeably. The first is evaluation. An agent can line up five quotes against a specification in minutes, but the comparison is only as fair as the criteria it was given and the documents it read. A buyer must be able to ask why one supplier scored lower and trace the answer to a source.
The second is supplier data. A new supplier's registration, insurance certificate and bank details often arrive as attachments: external data until checked. An agent can read them and draft the supplier record; a person must confirm the parts that matter against a trusted source before the supplier can be paid.
The third is commitment. A purchase order commits the organisation. The agent drafts it at depth 2, and a person issues it, unless a narrow class of low-value, catalogue-based orders has been certified at depth 3. Whether agents will replace buyers is a separate question, taken up in will AI agents replace procurement officers; the short answer is that judgement and accountability stay. The general map is in AI agent skills by role.
How do you fill it in?
Take the procure-to-pay steps your team owns, write the agent's part beside each, then set levels for each role:
- Level 1, informed: understands the agent's part and its verdicts.
- Level 2, practitioner: reviews and issues the agent's drafts alone.
- Level 3, authority: approves above the practitioner's limit, handles exceptions, and coaches.
Add a fairness check column: the one question a reviewer must ask at that step before signing.

A worked example
A hypothetical university procurement office with six buyers, two senior buyers and a manager. Its agent issues catalogue orders under a low limit at depth 3 and drafts everything else.
| Step | Buyer | Senior | Manager | Check before signing |
|---|---|---|---|---|
| Requirement intake | 2 | 2 | 1 | Does the specification favour one supplier's product? |
| Market approach | 2 | 3 | 2 | Were enough suppliers invited? |
| Quote comparison | 1 | 3 | 3 | Can each score be traced to the quote? |
| Supplier onboarding | 2 | 3 | 2 | Is the insurance certificate checked at source? |
| Bank details | 3 | 3 | 3 | Confirmed by call-back to a known number? |
| Purchase order | 2 | 3 | 3 | Within my limit and the approved budget? |
| Renewal | 2 | 2 | 3 | Was the notice period checked against the signed contract? |
| Conflict flags | 1 | 2 | 3 | Has the flagged person stepped aside? |
| Record | 1 | 2 | 3 | Can I rebuild this award from the record? |
Buyers sit at level 1 on quote comparison: they can read the agent's scoring, but competitive awards are confirmed by a senior. Public bodies such as universities face extra duties of fairness and transparency, and a score nobody can trace will not survive a challenge from a losing supplier.
Bank details sit at level 3 for everyone. A supplier "update" emailed mid-contract is a common route to fraud, and the agent will refuse to apply it. The skill is refusing to apply it by hand as well.
Limits for each role belong in the approver rule for the procurement team, and cover for the review queue in the reviewer rota for the procurement team. The IT side, including how supplier portals are connected as sources, is in the IT team's competency matrix. Teams that want certified evidence of review skill can use Pryme Intelligence Academy's Operator track, whose module tests are set in the learner's own industry and role.
Questions people ask
Can an agent award a contract?
No. Awards create obligations and, in many organisations, must follow a documented evaluation. The agent can prepare the evaluation; a named person, or a panel, decides.
What about low-value orders?
A narrow class of catalogue orders under a low limit can be issued at depth 3 once the agent has earned that depth on your own past orders. Sample them weekly.
Who should own the procurement agent?
The procurement manager, as owner of the process. Buyers review its work; the manager answers for its bounds and depth.
