How to build a reviewer rota for procurement team

How to build a reviewer rota for a procurement team: budget-year surges, a supplier onboarding line, renewal notice deadlines and approvals by value.

Give the procurement rota three clocks: the budget year, which floods the queue with requisitions before year-end; the contract calendar, where renewal notice deadlines cannot be missed; and the daily flow of supplier onboarding and non-catalogue orders. Name reviewers for each, set approvals by value band, and staff heavily in the weeks before budgets close.

What does the procurement rota cover?

A procurement agent raises catalogue orders within budget, drafts orders for non-catalogue spend, builds supplier onboarding packs, tracks contract renewal dates and drafts renewal recommendations. It holds what needs a person: non-catalogue orders, new suppliers awaiting activation, supplier bank detail changes, related orders that may be split purchases, and renewals approaching their notice deadline.

The head of procurement owns the rota. Finance agrees the value bands for approval. The guide to AI agent skills by role covers what procurement officers need, and what a reviewer rota is explains the term.

What are the steps?

  1. Agent, depth 1: reports holds by type, value band and deadline. Including every contract with a renewal notice date in the next quarter.
  2. Person (head of procurement): sets response targets. Non-catalogue orders within two working days; new supplier activation within the time the business needs, but never before checks are complete; renewal decisions at least a set number of weeks before each notice deadline.
  3. Person (head of procurement): staffs by value band. Officers for lower bands, category managers for higher, the head of procurement or finance for the top band.
  4. Person (head of procurement): names a supplier onboarding reviewer each day. Trained in due diligence and sanctions screening results.
  5. Person (head of procurement): names a contracts reviewer each week. They own renewal holds and their deadlines.
  6. Agent, depth 3: raises catalogue orders within budget.
  7. Agent, depth 2: drafts non-catalogue orders, onboarding packs and renewal recommendations. With sources and their provenance.
  8. Person (head of procurement): plans the budget year-end. Extra cover for the weeks before budgets close, when departments rush to commit spend.
Step The agent does Depth Stays with a person
Catalogue orders Raises within budget 3 Sampling
Non-catalogue orders Drafts and holds 2 Approval by value band
Supplier onboarding Builds the pack, holds activation 2 Activation after checks
Bank detail changes Holds every one 2 Call-back verification
Split orders Flags related orders 2 Deciding if they are one purchase
Renewals Tracks dates, drafts recommendation 2 Renew, renegotiate or give notice

Why does the contract calendar need its own line?

Many supply contracts renew automatically unless notice is given by a fixed date. Miss the date and the organisation is committed for another term, sometimes at a higher price. The agent tracks every date and drafts a recommendation in good time, but the decision to renew, renegotiate or give notice belongs to a person who knows the supplier's performance and the business's plans.

A named contracts reviewer each week makes sure those holds are not lost among daily orders. The rota shows who owns each renewal, and the record shows when it was decided relative to its deadline. The approver authority matrix for the procurement team sets who may give notice on contracts of each value.

Which controls matter, and what evidence do they leave?

  • Approvals match value bands. Evidence: the approver and the band limit on each order verdict.
  • Suppliers are activated after checks. A registry extract is signed; the supplier's own statement of its owners is declared. Evidence: provenance of each fact in the onboarding pack and the reviewer's decision.
  • Bank detail changes are verified. Evidence: a call-back note on the verdict.
  • Renewal decisions precede deadlines. Evidence: decision date against notice date.
  • Split orders are decided by a person. Evidence: the decision and reason on each flagged pair.

What should be measured?

  • Non-catalogue orders approved within target, by band.
  • Renewals decided before the internal target date; any decided after the notice date is a failure.
  • Suppliers activated with incomplete checks: the target is none.
  • Requisition volume in the weeks before budget year-end, against cover.
  • Flagged split orders, and how many were judged to be one purchase.

Where does it usually go wrong?

Year-end surprise. Every department spends what is left in its budget at once. The surge is predictable; staff for it.

Renewals are nobody's job. Without a named contracts reviewer, renewal holds wait until someone notices, often after the notice date.

Onboarding is rushed for a favoured supplier. A senior requester pushes for activation before checks finish. The rota should name who decides, and the record will show if checks were skipped.

IT and support teams staff queues with very different rhythms; compare the rotas for the IT team and the support team.

Where the Academy fits

Procurement officers and category managers who decide an agent's holds are reviewers in the sense the Academy's Operator track is built for, with module tests set in the learner's own industry and role. An organisation can choose to place only people with a current Certified Pryme Operator certificate on the supplier onboarding line, checked at source through VerifyDoc.ai.

Questions people ask

Should requesters be able to approve their own non-catalogue orders?

No. A requester approving their own order removes the check entirely. The rota and the approver lists should keep the two apart.

How far ahead of a notice deadline should renewals be decided?

Far enough to renegotiate if needed, which for significant contracts may be months. Set the internal target per contract value band.

Can the agent give notice on a contract?

It can draft the notice. Sending it commits the organisation and is hard to undo, so a named person approves.
