Caseworkers in UAE government social support and housing programmes need training to check how an agent assembles a family's file from government data, review its Arabic and English drafts, and keep every eligibility and support decision with themselves. Government data sits outside the federal personal data law, so each entity's own rules set the limits.
What does a caseworker in UAE public services do?
Caseworkers in federal and emirate-level social support, community development and housing programmes assess applications, verify family circumstances, decide or recommend support, follow up with families and handle appeals. Much of the evidence already sits in government systems: residency and family records, employment and salary data, property ownership and previous support. Services are largely digital, and citizens expect quick, clear answers through apps and portals.
The caseworker's real work is judgement where the data stops: a family whose income has fallen but whose records have not caught up, a divorce or bereavement that changes everything, a case where the formal criteria point one way and the family's situation another. Caseworkers also write decisions and explanations in Arabic, sometimes in English, that must stand up to appeal.
Which tasks can an agent take, and at what depth?
File assembly (depth 1). The agent gathers the records the programme is entitled to use for the application, lists each with its source, and shows gaps. Records from the government system of record are sealed; documents the family uploads are declared until verified.
Eligibility pre-checks (depth 2). The agent compares the assembled facts with the programme's criteria and drafts a view, marking each criterion met, unmet or unclear. The caseworker decides.
Decision and letter drafts (depth 2). After the caseworker decides, the agent drafts the decision and explanation in Arabic and English. The caseworker reviews both versions, because the two must say the same thing.
Status updates (depth 3, once certified). Routine status messages through the entity's app or portal can run at depth 3 after certification on the entity's own cases.
Support changes (depth 4, held). Granting, changing or stopping support is held for the responsible officer.
How do caseworkers review the agent?
How caseworkers review an agent's decisions sets out the routine: verdict first, then the bound that decided it (role scope, the agent's certificate, its sources, the entity's own limits, or the platform guardrails), then the sources, then the draft.
Two checks deserve special attention. First, freshness: a sealed record can still be out of date, and a family's situation often changes before the systems do. The caseworker asks what has changed since the record was made. Second, language: an Arabic decision and its English version drafted by the agent may diverge in nuance, and the version the family relies on must be right.
When the agent repeatedly misapplies a criterion, the caseworker fixes the agent's brief, not just the case. Teaching caseworkers to bank corrections explains how.
What stays with the caseworker?
Every decision on eligibility and support, every exercise of discretion, every judgement about a family's circumstances, and every conversation with a family in difficulty. These carry accountability to the family and to the entity's leadership, and they are why caseworkers are the real control. Other roles in a government entity, from service centre staff to policy teams, need different training; which roles in public sector need AI agent training maps them.
Which UAE rules shape oversight and literacy?
The federal Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) sets rules for personal data processed in the UAE, but government data is outside its scope and is governed instead by federal and emirate-level rules for government entities. A programme should therefore confirm which data rules apply to its agent: what it may read, how long outputs are kept, who may see them and how incidents are reported. The DIFC Data Protection Law applies only within that financial free zone and is not usually relevant to government casework.
Public bodies carry duties of fairness and transparency: decisions should be reasoned, consistent and open to appeal, and people should understand how their case was assessed. The UAE has a national strategy for AI and expects government entities to adopt it responsibly, which in practice means named people accountable for each decision an agent supports. The Central Bank of the UAE regulates banks and payments, which matters only where support is paid through the banking system.
This is an explanation of the rules, not legal advice; confirm how they apply to you with counsel.
A 90-day plan
- Days 1 to 30. Confirm the data rules that apply and the sources the agent may use. Caseworkers on one programme complete foundation learning in Arabic or English with anonymised cases. The agent runs at depth 1, assembling files.
- Days 31 to 60. The agent drafts eligibility views and bilingual decisions at depth 2. Caseworkers review every draft, checking both language versions. A weekly session agrees corrections.
- Days 61 to 90. Officers who approve held items complete certification and supervised practice, such as Pryme Intelligence Academy's Operator track. Status updates are tested in Attest and move to depth 3 if they pass. Support changes stay held.

Questions people ask
Can the agent approve simple renewals?
Renewals still change what a family receives. Keep them held for a person; the agent can prepare the file so the decision takes minutes rather than hours.
What if government records and the family's documents disagree?
The agent shows both with their sources. The caseworker resolves it, usually by asking the family and the record holder.
Should appeals officers see the agent's draft?
Yes, alongside the final decision and the sources. An appeal reviews what the caseworker relied on, and the agent's record shows that.
