AI agent skills by role·Sector brief

AI agent training for contact centre managers in insurance in the Netherlands

What Dutch insurance contact centre managers must learn to run AI agents: the health switching peak, AFM rules, EU AI Act disclosure and a 90-day plan.

Dutch insurance contact centre managers need to learn to run AI agents through the year's sharpest peak, the health insurance switching season, as well as everyday claims and policy questions. The skills are reading verdicts, staffing review, banking corrections and keeping acceptance, claims and complaints human, in a 90-day plan.

What does an insurance contact centre manager in the Netherlands spend time on?

Health insurance shapes the calendar. Every resident must hold basic health cover, insurers must accept every applicant for it, and customers can switch insurer at the end of each year. From the moment new premiums are published until the switching deadline, contact volumes rise sharply: comparisons, questions about supplementary packages, deductible choices and switching confirmations. A manager plans that season months ahead.

The rest of the year brings claims questions on health, home and motor, reimbursement explanations, policy changes and complaints. Customers who stay dissatisfied can take a complaint to the independent financial complaints institute, so managers watch complaint handling closely. Many contact centres serve customers in Dutch and English, with English demand concentrated among international residents who are new to the system.

Where do AI agents help, and at what depth?

Use Depth Note for the manager
Explaining basic and supplementary cover from the policy terms 3 Answers only from the customer's own terms; holds anything else
Processing a switch or package change in the switching season 3 Within the insurer's rules and deadlines
Reimbursement status and explanations 3 Reads the claims system, a sealed source
Drafting complaint replies 2 A person reviews and sends
Claims refusals, exceptions and anything affecting acceptance Held A named person decides

Acceptance needs special care. Because insurers must accept every applicant for basic cover, an agent that discourages an applicant, even politely, risks breaching that duty. Its bounds should make any wording that suggests refusal impossible for basic cover, and managers should test for it in calibration.

The switching season tests depth. An agent handling switches at depth 3 has to clear the same certificate as at any other time, and a certificate that lapses mid-season drops the agent back to depth 1. Managers should check certificate expiry dates before the season starts.

What must contact centre managers learn, and what stays with them?

Managers need to read the workspace in real time: which queues agents serve at what depth, how many items are held and for how long, and which refusals fire and why. In the peak season those numbers are the early warning. They also need to understand provenance well enough to coach: a customer's claim that their previous insurer has already cancelled is declared, while the confirmation from the switching service is signed. How contact centre managers review an AI agent's decisions sets out the review method, and AI agent skills by role compares the skills across roles.

A team that banks corrections improves the agent between seasons. When advisers repeatedly fix the agent's explanation of deductibles, the reason should change its brief; teaching contact centre managers to bank corrections explains how to build that habit. Release rights belong in the approver authority matrix for the contact centre.

What stays with people:

  • claims refusals and exceptions
  • any conversation that touches acceptance for basic cover
  • complaint outcomes and anything heading to the complaints institute
  • vulnerable customers, including those in financial difficulty with premiums
  • decisions to change agents' scope or depth during the season

Which Dutch and EU rules shape oversight and literacy?

The AFM supervises insurers' conduct, including acting in customers' interests, clear information and complaint handling. De Nederlandsche Bank supervises prudential soundness and sound operations. EIOPA sets supervisory convergence. GDPR applies to every contact, enforced by the national data protection supervisor; health data is special category data and needs particular care in what the agent reads and records. Article 22 restricts solely automated decisions with significant effects, such as refusing a claim with no human involvement. DORA covers agents as ICT services.

The EU AI Act applies to the insurer as a deployer. Article 50 requires that customers are told when they interact with an AI system, and Article 4 requires sufficient AI literacy for staff. Annex III lists risk assessment and pricing for life and health insurance as high-risk; basic health premiums are not set per person, but an agent involved in individual risk assessment for other health products may be in scope.

This is an explanation of the rules, not legal advice; confirm how they apply to you with counsel.

What does a 90-day plan look like?

  1. Weeks 1 and 2. Managers, team leaders and quality staff complete the Foundations material.
  2. Weeks 3 to 5. Dashboard drills: managers read the held queue, refusal patterns and certificate expiry dates for each agent, and agree surge thresholds.
  3. Weeks 6 to 9. Shadow review of held claims and acceptance-related items. Calibration includes deliberately tricky basic cover applications.
  4. Weeks 10 and 11. Reviewers take reviewer training and a two-week practicum.
  5. Weeks 12 and 13. The approver authority matrix goes live and the switching season plan adds reviewer cover alongside call cover.

Time the plan so it finishes well before new premiums are published.

Where the Academy fits

Pryme Intelligence Academy offers the Foundations track free and the Operator track for team leaders and reviewers, with module tests set in insurance and contact centre work. The admin view shows each person's progress and certificate expiry, which helps managers roster certified reviewers for the switching season.

Questions people ask

Can the agent handle health insurance switches?

Yes, at depth 3 within the insurer's rules, once certified on the insurer's own cases. Exceptions and disputes go to a person.

How do we stop an agent discouraging basic cover applicants?

Bound its wording for basic cover, test it in Attest on real applications, and check it in calibration every season.

Must customers be told they are speaking to an AI agent?

Yes, under Article 50, when they interact with it directly.
