Spanish public employers pay civil servants and labour staff under different rules, with supplements tied to each post and increments tied to service. Payroll administrators need agent training that covers depth and verdicts, review of held changes against resolutions and the post register, and the EU AI Act, GDPR and the AEPD's oversight of staff data.
What does a public sector payroll administrator in Spain do?
Administrators in central government, autonomous communities, local councils and public bodies pay two broad groups. Career civil servants receive basic pay by professional group, periodic seniority increments, and supplements that depend on the level and features of the post they occupy, plus any productivity payments. Labour staff are paid under collective agreements that set their own tables and allowances. Extra payments during the year apply to both.
Much of the work follows formal acts. A resolution of appointment, a change of post, recognition of prior service or a leave of absence must exist before payroll changes, and the post register sets which supplements a post carries. Annual pay increases come through the budget, sometimes approved late and paid with arrears. And payments are subject to internal financial control before they are made, so the administrator's file must show the basis for every change.
Where can agents help, and at what depth?
- Depth 1, read. The agent reads each new resolution and checks the post, level, supplements and effective date in payroll against it and against the post register, flagging differences.
- Depth 2, draft. It drafts the arrears calculation when an annual increase is approved late, and the reply to an employee querying a seniority increment. An administrator checks and sends.
- Depth 3, execute within bounds. It applies seniority increments that fall due automatically under the rules, where the recognition of service is on file, inside limits the employer sets.
- Depth 4, held. Sending the monthly payroll for financial control and payment, and starting recovery of an overpayment, are held for a named administrator.
Administrators should read provenance. A signed resolution is signed. The post register and payroll ledger are sealed. A head of service's email saying an employee is now acting in a higher post is declared until the resolution exists. An email from "an employee" with a new IBAN is external, and an external claim cannot authorise a payment.
What stays with the administrator, and why?
Interpretation stays with people: whether a supplement applies to an acting appointment, how to treat recognised service from another administration, whether a recovery is lawful and on what terms. So does any change without a resolution and any bank detail change. The administration's financial control and external auditors will ask who decided and on what basis.
Checking every employee against every resolution each month is beyond any team working by hand, and an agent makes it routine. Releasing each held change is still a named person's act, which is why payroll administrators are the real control in an AI agent deployment, and why the answer to whether AI agents will replace payroll administrators is no for public pay units.
What must administrators learn?
Payroll units in Spanish administrations should anchor training in the vocabulary of AI agent skills by role, because the financial control unit will read the record in those terms. Three skills then follow from how public pay is built.
Reviewers must read a held change against two documents at once, the resolution and the post register, since a supplement can be right for the person and wrong for the post; how payroll administrators review an AI agent's decisions gives the method. They must keep the agent's sources in step with each budget increase and register change, correcting at source as how to teach payroll administrators to bank corrections describes. And they should know that seniority increments return to manual processing whenever the agent's 90-day certificate lapses.
Which rules in Spain shape oversight and AI literacy?
As deployers under the EU AI Act, Spanish administrations must take Article 4 measures so staff using an agent have adequate AI literacy, and must follow Article 26, which places oversight with people who have the necessary competence, training and authority. The Act treats some public uses as high-risk and asks certain deployers for a fundamental rights impact assessment under Article 27; a payroll unit should document whether its use is caught rather than assume it is not.
GDPR governs staff data, and the AEPD is the Spanish supervisory authority. A data protection impact assessment under Article 35, a record of processing under Article 30, and Article 22's limits on solely automated decisions with significant effects all bear on payroll. Health data in sick leave records is special-category data. Public bodies face additional transparency and fairness duties, including publishing information about their activity. Banco de España matters only for public bodies with financial functions.

How should the first 90 days run?
Month one. The unit sets owners and dates in the AI agent training plan template for payroll administrators. Staff learn the vocabulary, and the agent cross-checks each resolution and the post register against payroll, flagging any supplement that does not match the post.
Month two. Arrears calculations and employee replies move to depth 2. Corrections are logged with reasons, and the financial control unit is shown how the record works so it can rely on it.
Month three. Seniority increments with recognised service on file become depth 3. Before payroll goes to financial control, the head of unit checks the month's held changes for a named approver and a reason. Pryme Intelligence Academy's Operator track is one way to certify the administrators who hold that approval.
Questions people ask
Can the agent decide which supplements a post carries?
No. The post register decides, and changes to it are formal acts. The agent reads the register and flags mismatches.
How do we handle a late budget increase?
The agent drafts the arrears calculation for every employee once the increase is in its sources. An administrator checks a sample and releases it.
Does Article 27 apply to payroll?
It applies to certain deployers and uses. A public administration should assess whether its use falls within it, with counsel.
