Scams dominate the work AI agents can help with in Australian fintech operations: triaging the operations mailbox, preparing scam and dispute files, sending fast recovery requests and reporting to partner banks. Reimbursement decisions, account closures and suspicious matter reports stay with people. ASIC and APRA rules, including CPS 230 through bank partners, AML law and the Privacy Act 1988 apply.
What fills a fintech operations leader's week in Australia?
Scams. Customers of payment apps, neobanks and wallets report authorised payments they were tricked into making, and the volume and complexity of scam cases has grown. Each report needs fast action to try to recover funds through the receiving institution, a careful record of what the customer was told, and a decision about the customer's outcome.
Complaints with deadlines. ASIC sets standards for internal dispute resolution, including how quickly complaints are acknowledged and resolved and what a final response must contain. Customers who are unhappy can go to the external dispute resolution scheme, and its decisions bind the firm.
Partners. Many fintechs operate on a bank partner's licence or rails, or provide services to an APRA-regulated bank. The partner expects regular reporting on incidents, complaints, AML alerts and service levels, and under APRA's operational risk standard it must manage the fintech as a service provider.
Where can AI agents help?
- Shared mailbox triage (depth 2 and 3). The agent classifies incoming email from customers, partners and other institutions, routes it to the right queue, and answers routine status queries from approved content. Our playbook on triaging a shared operations mailbox with an AI agent covers the set-up.
- Scam case files (depth 2). The agent assembles the transactions, the customer's account of events, device and session data and the recovery request sent to the receiving institution, and drafts a chronology. A scam specialist decides the outcome.
- Recovery requests (depth 3). For reported scams, the agent sends the recovery request to the receiving institution through the agreed channel as soon as the case is opened, within limits on amount and timing, because speed matters most here.
- Real-time payment reconciliation (depth 3). The agent matches instant payments and payment agreement debits to ledger entries, posts matches and raises breaks.
- Partner reporting (depth 3). The agent produces the daily or weekly partner report from the operations data. See producing daily operations reports with an AI agent.
Recovery requests show why each action needs its own depth. Sending a request to freeze funds is time-critical and reversible, so an agent can earn depth 3. Deciding whether the customer is reimbursed is a judgement with financial and conduct consequences, so it stays with a person.
What stays with people, and why?
Scam outcomes stay human. Whether the firm reimburses, and how much, depends on what happened, what warnings were given and the firm's obligations, and the customer can take the decision to external dispute resolution.
Account closures and restrictions stay with people. So do suspicious matter reports under AML law: the agent can surface the pattern, but a trained person decides whether to report, and the customer must not be tipped off.
Final responses to complaints stay with a handler, using the agent's draft. Partner escalations and incident notifications to regulators stay with named people.
Which rules apply in Australia?
ASIC licenses and supervises firms providing financial services and consumer credit, and sets standards for internal dispute resolution. Licensees must belong to the external dispute resolution scheme. APRA supervises banks and other authorised deposit-taking institutions; its CPS 230 operational risk management standard requires them to manage operational risk, maintain critical operations through disruption and manage material service providers. A fintech serving an APRA-regulated bank will feel CPS 230 through its contract and its partner's oversight.
AML and counter-terrorism financing law requires customer due diligence, transaction monitoring and suspicious matter reporting to the national financial intelligence agency, consistent with the FATF Recommendations. Scam prevention obligations on banks, payment firms and others have also been strengthened, and fintechs should map their duties.
The Privacy Act 1988, overseen by the OAIC, governs customer data. The consumer data right regime governs data shared through open banking, with its own consent rules. The government has published a voluntary AI safety standard, which many fintechs use as a governance checklist.

How do you start in the first 90 days?
Weeks 1 to 4: start with mailbox triage at depth 2, routing only. It touches every queue, changes nothing irreversible and shows quickly where the volume really is.
Weeks 5 to 8: shadow scam case files. The agent assembles each file while the specialist works the case, and you compare the chronologies. Separately, shadow recovery requests and measure how much faster the agent's would have gone out.
Weeks 9 to 13: certify recovery requests at depth 3 and mailbox routing at depth 3. Brief your bank partner on the controls before go-live. Follow deploying AI agents: train, shadow, certify, widen. Questions people ask
Does CPS 230 apply to a fintech that is not APRA-regulated?
Not directly. It applies to APRA-regulated entities, which must manage their material service providers under it. If you serve one, expect its requirements to arrive through your contract.
Can the agent tell a scam victim they will be reimbursed?
No. It can acknowledge the report, explain the process and confirm that recovery has been requested. The outcome is a person's decision.
Can the agent read consumer data right data?
Only for the purposes the customer consented to, and only what the task needs. Treat that data as the strictest category in the agent's sources.
