BaFin expectations and AI operations careers in Germany

BaFin expects German banks and insurers to keep people accountable for AI agents. What that means for AI operations careers in Germany and how to prove it.

BaFin does not regulate AI agents as a separate category. It expects German banks, insurers and investment firms to fit any agent into the governance, risk management and ICT controls they already carry, with management responsible for the outcome. For your career, that creates demand for people who can review, control and document what agents do.

What does BaFin expect of the people who work with agents?

BaFin's position, in substance, is that responsibility stays with the firm and its management, whatever technology the firm uses. Its published principles on algorithms in decision-making stress clear accountability, decisions that can be explained, and people involved where outcomes matter. None of that is new law; it is BaFin telling firms how existing duties apply.

On top of that sit EU rules BaFin enforces or works alongside. DORA, which applies from 17 January 2025, requires ICT risk management, incident reporting, resilience testing and control of ICT third parties. The EU AI Act asks deployers of high-risk systems, such as creditworthiness assessment of individuals, to assign human oversight to competent people. GDPR covers the personal data agents handle.

For an employee, these combine into a short list. Know what the agent is permitted to do. Check its work where your role requires it. Escalate incidents through the ICT and operational risk process. Leave a written record of each decision you make, because a supervisor or auditor may ask for it.

Who is covered in Germany?

BaFin supervises banks, insurers, payment and e-money institutions, investment firms and asset managers. The largest banks are directly supervised by ECB banking supervision, but the expectations reach staff in much the same way. Firms outside finance, such as manufacturers or retailers, are not under BaFin, though the EU AI Act and GDPR still reach them.

German workplaces add one feature job seekers should know. Many employers have a works council, which has a say when technical systems that could monitor staff are introduced. An agent workspace that records every review decision under a named person can fall into that discussion. Being able to explain calmly what is recorded and why is a useful skill in a German operations team.

Which roles and competence does this create?

Titles vary widely and many adverts are in German. Read duties, not titles. Look for review, exceptions, approvals, quality assurance, escalation, internal controls and ICT incident handling, whether written as Sachbearbeitung, Qualitätssicherung or Kontrolle.

Around agents in German financial firms, the duties cluster into these roles:

  • Case reviewer in credit, claims or payments. Approves or rejects decisions the agent holds. Competence means knowing the internal policy and the reason behind it.
  • Compliance or internal control analyst. Tests samples of agent decisions and documents findings. The route from compliance into this work is set out in AI operations careers for compliance analysts in Germany.
  • Legal operations or contract reviewer. Checks agent-drafted correspondence and documents in legal and claims teams. See AI operations careers for paralegals in Germany.
  • ICT risk or operations coordinator. Logs incidents, manages pauses and supports DORA reporting when an agent or its provider fails.
  • Agent owner. Accountable for one agent's scope, sources and certification. Usually an experienced reviewer or team lead.

The shared competence is accountability you can show. German employers tend to value documented qualifications and written employer references, and AI oversight work fits that habit well: decisions under your name, a standard you were measured against, and a credential someone can verify.

How do you show you meet BaFin's expectations?

Requirement What employers will expect of you How to show it
Management stays accountable Escalate decisions above your authority to a named person Examples of escalation with the record you left
Explainable decisions Write a reason for every approval or rejection that a supervisor could follow Sample decision notes, anonymised
ICT incident handling under DORA Recognise an agent or provider failure and log it correctly A description of an incident you raised and the steps that followed
Human oversight under the EU AI Act Understand an agent's limits and be able to override or stop it A practical assessment of review decisions to a standard
Data protection under GDPR Keep agent work inside its purpose and refuse unnecessary data use An example of a data-use question you raised
Documented competence Show qualifications an employer can check A certificate verifiable at source, listed on your Lebenslauf

What might a German interviewer ask?

German interviews for control roles are often detailed and structured. Prepare for questions such as:

  1. "How would you explain to a BaFin examiner why the agent approved this case?" Point to the record: the sources the agent used, the bound that decided, the person who signed off, and the reason given.
  2. "The agent's provider reports an outage in the middle of a payment run. What happens?" Describe pausing affected actions, informing the ICT incident owner and moving urgent work to people.
  3. "What would you do if your team lead asked you to approve cases faster without reading them?" Say plainly that you would not, and that you would raise it. Accountability is the job.
  4. "How would you discuss the decision log with the works council?" Explain that it records decisions, not keystrokes, and exists so a decision can be reconstructed.

A candidate we will call Jonas, a claims handler at a mid-sized insurer, prepared by writing out how his current four-eyes checks would change if an agent did the first draft. Interviewers liked that he started from a control he already ran.

What does this not cover?

BaFin's expectations do not certify individuals. They do not require any particular course, and no German rule says an AI reviewer must hold a specific credential. They also do not settle questions of employment law, works council rights or data protection in detail; those have their own rules and authorities.

Nor do they cover firms outside BaFin's supervision. A logistics company using agents answers to the EU AI Act and GDPR, but not to BaFin.

This is an explanation of the rules, not legal advice; confirm how they apply to you with counsel.

Where the Academy fits

Pryme Intelligence Academy suits a German candidate who needs documented proof. Foundations is free and covers why agents must be governed. Certified Pryme Operator adds a written exam and a two-week practicum of review decisions signed off by an assessor. The certificate is issued through VerifyDoc.ai, can be checked by number or QR code, and shows as lapsed if it is not renewed.

Questions people ask

Do I need to speak German for AI operations roles in Germany?

For most customer-facing review roles, yes, because the cases and correspondence are in German. Some international teams in banking hubs work in English. The guide to AI agent jobs and careers covers how to judge which roles fit.

Is the situation different in Ireland?

The EU rules are the same, but the supervisor and workplace habits differ. Compare with Central Bank of Ireland expectations and AI operations careers in Ireland.

Does BaFin publish a list of approved AI training?

The expectations described here do not name approved training for individual reviewers. Employers choose how to train staff and evidence competence, which is why a verifiable record of real decisions helps.
