An HR rota needs ordinary cover and careful routing. Staff the days when holds peak, usually new-starter days and the run-up to payroll cut-off, with named advisers and a backup. Then route sensitive holds, such as health information, grievances and disciplinary letters, only to people trained and cleared for them, and never to anyone with a conflict of interest.
What does the HR rota cover?
An HR agent answers policy questions, prepares contracts and letters, processes routine changes and checks starters' documents. It holds what affects someone's employment or privacy: contract changes outside standard terms, pay changes, absence cases involving health information, grievance and disciplinary correspondence, right-to-work documents it could not verify, and reference requests. Each needs a person, and some need a particular person.
The head of HR owns the rota. The guide to AI agent skills by role covers what HR advisers need to know, and what a reviewer rota is explains the term.
What are the steps?
- Agent, depth 1: reports holds by type and day. Starters, changes, absence, employee relations, references, right to work.
- Person (head of HR): marks which hold types are restricted. Health information, grievances, disciplinary matters, and anything concerning an HR team member.
- Person (head of HR): sets response targets. Right-to-work holds before the start date; pay changes before payroll cut-off; employee relations correspondence within the timescales the organisation's policies promise; policy questions within a day.
- Person (head of HR): staffs general and restricted lines. General: HR advisers for starters, changes and policy questions. Restricted: named employee relations specialists or business partners.
- Agent, depth 3: processes routine changes already approved in the HR system of record. Address changes, standard allowances.
- Agent, depth 2: drafts contracts, letters and replies. With the policy version relied on.
- Person (rota reviewer): decides each held item. Approve, edit, return or escalate.
- Person (head of HR): checks conflicts before assigning restricted cases. A grievance naming a team member never goes to that person or their close colleagues.
| Step | The agent does | Depth | Stays with a person |
|---|---|---|---|
| Policy questions | Answers from current policy | 3 | Sampling for outdated answers |
| Routine changes | Processes approved changes | 3 | Sampling |
| Contracts and letters | Drafts with policy version | 2 | Approval and sending |
| Pay changes | Drafts and holds | 2 | Approval before payroll cut-off |
| Health and absence | Holds; restricted routing | 2 | Decision by a restricted reviewer |
| Employee relations | Drafts and holds | 2 | Decision by a specialist |
How should restricted routing work?
Some HR holds should be seen by as few people as possible. Health information is special-category data under GDPR and UK GDPR. Grievances and disciplinary matters affect people's livelihoods and reputations. The rota therefore has a restricted line with named reviewers, and the workspace routes those holds only to them.
Conflicts need a second check. A small HR team may have only two employee relations specialists; if a grievance names one of them, the other takes it, and if both are conflicted, an external adviser or a business partner from elsewhere in the organisation does. Write the fallback into the rota before it is needed. The reviewer onboarding checklist for the HR team covers what a new restricted-line reviewer must have in place before they join.
How should handovers between reviewers work?
HR cases often run for weeks, and a reviewer who goes on leave mid-case leaves a gap. Each restricted case should have a named owner and a named cover, recorded on the case from the start. The daily handover lists open held items, their deadlines and anything promised to an employee, so the next reviewer does not repeat a question or miss a date the organisation committed to.
Which controls matter, and what evidence do they leave?
- Restricted holds reach only restricted reviewers. Evidence: the reviewer on each restricted verdict appears on the restricted list for that day.
- Conflicts are checked. Evidence: a conflict check recorded before assignment.
- Pay changes meet cut-off. Evidence: approval timestamps against the payroll calendar.
- Letters cite current policy. Evidence: the policy version on each draft.
- Right-to-work decisions rest on the document itself. A scanned copy sent by email is external; a check against the issuing authority's service is stronger. Evidence: the method recorded on the verdict.
What should be measured?
- Response targets met per hold type.
- Restricted holds seen by anyone outside the restricted list: the target is none.
- Pay changes that missed cut-off, and why.
- Letters returned for policy errors, by reason; a repeated reason is a correction to the agent's sources.
- Starters whose right-to-work check was incomplete on day one.

Where does it usually go wrong?
Everything goes to the general queue. Sensitive cases are then seen by whoever is free, which is the opposite of what employees expect.
Monday is understaffed. New starters often join on Mondays, and their right-to-work and contract holds arrive the week before. Plan for both.
Conflicts are found too late. A reviewer opens a grievance and finds their own name in it. The conflict check must happen before assignment.
Operations and lending teams staff their queues with the same method and fewer sensitivities; compare the rotas for the operations team and the lending team.
Questions people ask
Should line managers be on the HR rota?
Not as reviewers of HR holds. Managers approve changes for their own teams through the HR system; the rota is for HR's own review of the agent's work.
Can the agent answer questions about an employee's own absence record?
It can answer from the record for the employee themselves, through an authenticated channel. Questions about anyone else's record are held or refused.
How often should the restricted list change?
Only when people join or leave the specialist roles, or when a conflict requires it. Each change is recorded with a reason.
