Which Irish and EU rules shape oversight work?

Ireland applies the EU AI Act and GDPR. The AI Act entered into force on 1 August 2024, with obligations phasing in over several years. Deployers must use systems according to instructions, assign human oversight to competent people and keep logs (Articles 26, 14 and 12); Article 4 expects AI literacy from staff, and Article 27 requires certain public bodies deploying high-risk systems to assess fundamental rights impacts. Under GDPR, Article 22 restricts solely automated decisions with significant effects, and Article 35 requires impact assessments for high-risk processing. The Data Protection Commission supervises data protection.

In financial services, the Central Bank of Ireland supervises firms, and DORA, which has applied since 17 January 2025, sets ICT risk management and ICT third-party risk requirements, including for critical technology suppliers.
