No. Filing authority and customer-blocking authority are permissions you grant, not defaults. Compliance agents can draft and recommend, but named MLRO or compliance-officer approval is required before any filing or customer-impacting action runs.

How does the audit trail satisfy our regulator?

Every read, draft, approval, escalation, and filing is recorded with the data, prompts, output, approver, timestamp, and affected system. The trail is queryable directly by Internal Audit and exportable into your evidence process.
